Lopez, PE Capital Projects Division Manager Paul Seitz, PE CSO Division Manager EXISTING STRUCTURES • There are approximately 36,700 structures including manholes and rodding inlets. • Sewer manholes, rodding inlets, and other structures are built to high standards per Central San's Standard Specifications. • However, there are occasions when a cover can rattle, roadways may sink, or other circumstances that require modifications or structure adjustments to/or around the frame and covers. Capital Projects Division (Collection System Sewer Renovation Program): • Utility Coalition - Several City and Contra Costa County (County) representatives are active. • Coordinate with City or County Paving Programs. • Private easements done on a case-by-case basis. • Provides funding for CSO agreements with Cities or others, budgeted at $300-400k per year in the Capital Improvements Budget. • Bid item in projects to adjust structures. I;4 CENTRALSAN 2 February 5, 2019 EOPS Regular Committee Meeting Agenda Packet- Page 11 of 18 Page 4 of 8 EXAMPLE: COUNTY ROADS • County Ordinance — should be within '/2 inch of roadway CENTRALSAN � s CSO STRUCTURE ADJUSTMENTS How does CSO become notified of a structure adjustment? • Members of the public; • City, County, or Park District employees; and • CSO field staff �l CENTRALSAN I!6 3 February 5, 2019 EOPS Regular Committee Meeting Agenda Packet- Page 12 of 18 Page 5 of 8 CSO STRUCTURE ADJUSTMENTS How does CSO prioritize structure adjustments? • When notified by a homeowner or City, CSO field staff investigates the same day; • If the structure poses any possible health and safety risk, it is adjusted immediately; and • Adjustments found by CSO field staff are prioritized based on the inspection results. 1 CSO STRUCTURE ADJUSTMENTS What is the standard for adjusting structures to grade? • County requires that any structure having a grade difference of 1/2 inch or greater be adjusted to match the existing road surface. • The Cities in our service area also use the County's 1/2 inch standard. • CSO field staff also use this standard when inspecting structures. a,-W 4 February 5, 2019 EOPS Regular Committee Meeting Agenda Packet- Page 13 of 18 Page 6 of 8 CSO STRUCTURE ADJUSTMENTS When are structures inspected? • Structures are inspected by CSO field staff during the normal course of business. • If a structure needs adjustment, a note is added to the work order. • CSO Planner then creates a work order to have the structure adjusted. • Through daily work activities, CSO inspects approximately 11 ,500 structures per year. � � 9 STRUCTURE ADJUSTMENTS MADE BY CSO Number of structure adjustments made by CSO for the last 3 calendar years: • 2016: 117 structure adjustments • 2017: 60 structure adjustments • 2018: 128 structure adjustments • On average, CSO construction crew adjusts 100 structures per year CENTRAL SAN 5 February 5, 2019 EOPS Regular Committee Meeting Agenda Packet- Page 14 of 18 Page 7 of 8 STRUCTURE ADJUSTMENTS MADE BY OTHERS City and County Paving Projects: • City and County are given Central San's specifications for the project. Agreements put in place. • Project is bid by City, and CSO reviews the unit prices for raising and/or lowering structures. • CSO field staff inspects our facilities throughout the project. • The paving projects adjust approximately 325 structures annually. 94WBIT-11"I M, STRUCTURE ADJUSTMENTS OVERALL On an annual basis: • The number of structures inspected • CSO: Approximately 11 ,500 structures • The number of structures adjusted • CSO: 100 structure adjustments • City/County Paving Projects: 325 structure adjustments • Annual total: 425 structure adjustments per year CENTRAL SAN � z 6 February 5, 2019 EOPS Regular Committee Meeting Agenda Packet- Page 15 of 18 Page 8 of 8 CONTINUOUS IMPROVEMENT Future Efficiency Improvements: • Inspection of the frame and cover will be included in the scope of work for the next District-Wide CCTV Contract. • The contractor will inspect approximately 3,000 structures annually. • Improve Central San's website for reporting. • Include information in the Pipeline. 13 QUESTIONS?
