BAILEY, GENERAL MANAGER SUBJECT: RECEIVE UPDATE ON LEADING UTILITIES OF THE WORLD MEMBERSHIP On August 21, 2018, during a discussion of the draft Fiscal Year 2017-18 Strategic Plan Annual Report, the Administration Committee requested an update on Central San's membership in the Leading Utilities of the World. The Committee received this update on November 6, 2018. 1 n November 2017, Central San was inaugurated with four other utilities as a member of the Leading Utilities of the World (LUOW), which at the time had 17 members. Since the Board was presented with the LUOW's Golden Tap Trophy in December 2017, Central San has actively participated in two LUOW events, including the recent American Water Summit (AWS) in Philadelphia, Pennsylvania. About the LUOW The LUOW is a network of the world's most forward-thinking water and wastewater utilities. It is an initiative of the Global Water Leaders Group, a non-profit organization headquartered in Oxford, England, made of water leaders in public, private, and non-governmental organizations. The LUOW's goals are to create a better story for water by celebrating successes across the water utility sector, facilitating interagency sharing of information, and setting a trend toward higher performance. To join the LUOW, Central San was nominated by an existing member agency. The existing members at the time reviewed our application, and General Manager Roger S. Bailey presented our application at the AWS in Austin, Texas. Per the LUOW's guidelines, Mr. Bailey's presentation focused on our accomplishments in three of their fourteen areas of innovation: 1) stakeholder engagement, 2) information technology and smart water systems, and 3) human resources development, followed by a summary of our plans to continue to drive performance in the next five years. Following his presentation, Central San was inaugurated by acclamation. Progress since Inauguration Mr. Bailey was invited by the Global Water Leaders group to attend the Global Water Summit in Paris, November 15, 2018 Regular Board Meeting Agenda Packet- Page 130 of 254 Page 2 of 7 France, this past April. At the summit, he participated in the celebration of the first anniversary of the LUOW initiative by making a brief verbal presentation on our progress in innovation since being inducted into the LUOW. During the recent AWS in Philadelphia, Pennsylvania, which took place from October 24 to October 26, 2018, San Francisco Public Utilities Commission (SFPUC)was inaugurated by Mr. Bailey's nomination, along with three other utilities. There are now 36 utilities in the network. "What Does A Great Water Future Look Like?" Presentation Summary I n addition to participating in the LUOW sessions, Mr. Bailey was invited to have a speaking role in a session called "What Does a Great Water Future Look Like?". For this session, Mr. Bailey was paired with two mentees from Hampton Roads Sanitation District (HRSD) in eastern Virginia: Dana Gonzalez, Ph.D., and Raul Gonzalez, Ph.D. Mr. and Ms. Gonzalez, who are working on an innovative facility for HRSD called SWIFT (Sustainable Water Initiative for Tomorrow), described their aspirational vision of a water utility in 2040, which centered upon direct potable reuse as a solution to the global water shortage crisis. Mr. Bailey provided initial feedback and, during the conference's mentoring session, helped the mentees create a roadmap to achieve their vision. Mr. Bailey and the mentees then presented to the group. Moving Forward Central San will continue to participate in the LUOW, including using their peer-to-peer platform when it is launched. Staff will continue to work with the LUOW to further our innovation efforts and our commitment to maintain a strong reputation within the water sector community.
