CENTRAL CONTRACENTRAL COSTA SANITARY DISTRICT November 14, 2018 TO: REAL ESTATE, ENVIRONMENTAL AND PLANNING COMMITTEE FROM: JUSTIN WAPLES, ASSOCIATE ENGINEER REVIEWED BY: DAN FROST, SENIOR ENGINEER DANEA GEMMELL, PLANNING AND DEVELOPMENT SERVICES DIVISION MANAGER J EAN-MARC PETIT, DI RECTOR OF ENGI NEERI NG AND TECHNI CAL SERVICES ROGER S. BAILEY GENERAL MANAGER SUBJECT: RECEIVE UPDATE ON THE REMOTE METER READING PILOT FOR RECYCLED WATER SYSTEM To aid in the continuous improvement of the Recycled Water Program, Planning &Applied Research staff is piloting new technology that can remotely read Central San's Zone 1 recycled water meters. Staff commenced the pilot of the Water Pigeon technology on August 28, 2018. The technology allows Central San staff to log onto the vendor's web portal and obtain water consumption data for each of the 10 piloted customer sites. Data is provided in six-hour totalized increments, four times per day. The technology facilitates remote meter readings and can be used to assist in identifying usage trends and potential customer leaks. Collection System Operations Division staff currently conduct monthly recycled water meter readings for all Zone 1 customers. This activity can take up to eight hours to read all 47 Zone 1 meters, which costs Central San around $1,056 per month ($12,672 per year). If the pilot trial of this technology is successful and Central San decides to move forward with installing the devices at all Zone 1 metered sites, the technology would pay for itself in less than two years. Each unit currently costs $250 to purchase, plus an additional $10 per month monitoring fee. It takes approximately 5 to 10 minutes to install each device. Staff will be present to demonstrate the Water Pigeon technology.
