Staff provided an update presentation to the Board's Real Estate, Environmental and Planning Committee
on September 19, 2018. Staff looks forward to providing a similar update presentation (attached)to the
full Board at the October 4, 2018, Board meeting.

On April 30, 2018 , a Memorandum of
Understanding (MOU ) was executed between
Central San , Contra Costa Water District
(CCWD ) and Santa Clara Valley Water District
(SCVWD) to Conduct a Preliminary Feasibility
Evaluation of the Refinery Recycled Water
Exchange Project

Work Plan called for in the MOU .
The Work Plan is comprised of the following
elements:

A. REFINERY RECYCLED WATER QUALITY
AND RELIABILITY REQUIREMENTS
Summarize the previous efforts, conducted
between 2009 and 2011 , which evaluated
acceptable refinery recycled water quality,
necessary treatment, and the estimated cost.
Determine if the preliminary cost information and
project yield considerations appear to SCVWD to
be competitive with other water supply
alternatives under consideration .

This element will address several questions related
to the yield of the project, including :
How much recycled water is Central San capable
of reliably producing for this project?
How much freed-up raw water supply is CCWD's
system capable of yielding with the Los Vaqueros
Reservoir Expansion Project facilities (which
include the Transfer-Bethany Pipeline)?
How much of CCWD's freed-up raw water supply
is SCVWD capable of receiving?

The following cost estimates will be developed :
Central San will develop the costs to produce
the recycled water.
Central San and CCWD will collaborate to
develop the costs for conveying the recycled
water to the refineries .
CCWD will develop the costs for conveying the
freed-up raw water through and storing (if
needed ) in the CCWD system .
SCVWD and CCWD will collaborate to develop
the costs for conveying the freed-up raw water
supply beyond the CCWD system to SCVWD .

f Following the beneficiary pays principle, this
evaluation will primarily focus on the allocation
of project costs between Central San and
SCVWD .
If applicable, any avoided costs may be
considered in the allocation of costs and
benefits.
Central San , CCWD, and SCVWD will
collaborate to develop this cost allocation .

with input from CCWD and SCVWD.
