The Work Plan is comprised of the following elements: Refinery Recycled Water Quality and Reliability Requirements B Project Yield C. Costs D. Cost and Benefit Allocation E Technical Memorandum - l4 z September 19, 2018 REEP Committee Meeting Agenda Packet- Page 40 of 46 Page 4 of 7 REFINERY RECYCLED WATER QUALITY AND RELIABILITY REQUIREMENTS Summarize the previous efforts, conducted between 2009 and 2011 , which evaluated acceptable refinery recycled water quality, necessary treatment, and the estimated cost. Determine if the preliminary cost information and project yield considerations appear to SCVWD to be competitive with other water supply alternatives under consideration. OW B. PROJECT YIELD This element will address several questions related to the yield of the project, including: How much recycled water is Central San capable of reliably producing for this project? How much freed-up raw water supply is CCWD's system capable of yielding with the Los Vaqueros Reservoir Expansion Project facilities (which include the Transfer-Bethany Pipeline)? How much of CCWD's freed-up raw water supply is SCVWD capable of receiving? 6 3 September 19, 2018 REEP Committee Meeting Agenda Packet- Page 41 of 46 Page 5 of 7 C. COSTS The following cost estimates will be developed: Central San will develop the costs to produce the recycled water. Central San and CCWID will collaborate to develop the costs for conveying the recycled water to the refineries. CCWID will develop the costs for conveying the freed-up raw water through and storing (if needed) in the CCWID system. SCVWD and CCWID will collaborate to develop the costs for conveying the freed-up raw water supply beyond the CCWID system to SCVWD. = 1 D. COST AND BENEFIT ALLOCATION • Following the beneficiary pays principle, this evaluation will primarily focus on the allocation of project costs between Central San and SCVWD. If applicable, any avoided costs may be considered in the allocation of costs and benefits. Central San, CCWD, and SCVWD will collaborate to develop this cost allocation. - 1 4 September 19, 2018 REEP Committee Meeting Agenda Packet- Page 42 of 46 Page 6 of 7 TECHNICAL MEMORANDUM Central San will document the results of the Work Plan analysis in a technical memorandum, with input from CCWD and SCVWD.
