SUBJECT: RECEIVE DEVELOPMENT SERVICES PRODUCTION REPORT
According to the East Bay Times, "The steadiest investment in the Bay Area remains outside of tech -
and in real estate" and median home prices increased 9.1% in Contra Costa County. Central San's
Development Services group has seen sustained activity in both residential and commercial applications
and construction.
The Permit Counter is the face of the District for all types of Development construction and repair permits.
Typical activities include lateral repairs, non-encroachment verification for new construction projects near
District easements, building connections, tenant improvements, new mainline construction and general
inquiries from homeowners and realtors regarding their properties. While the Permit Counter is open
Monday through Friday from 8am to 5pm, staying open during lunch, customers have experienced some
wait times and been asked to leave plans instead of receiving same day permit approvals.Additionally,
construction inspectors have needed to manage up to twelve projects apiece on busy days.A temporary
employee has been added to augment the three Engineering Assistants attending the Permit
Counter.Additional measures could be employed as necessary to maintain a same day level of service for
certain permits.
Staff looks forward to discussing the current level of service for the Permit Counter and plan review at the
Real Estate, Environmental and Planning Committee Meeting on September 19, 2018. In the future,
Development Reports will be furnished to the Committee on a quarterly basis.

PERMIT COUNTER TRAFFIC - JUNE 2018
The Permit Counter is open Monday through Friday from Sam to Spm, staying open during lunch (i.e. 45
hours/week).
The Permit Counter is served by 4 staff (three Engineering Assistants and augmented with a temporary
employee). Additionally, the Development Support Supervisor, or other staff, are called to the counter to
assist with specific requests or questions.
In June, each of the 4 staff handled aboutl8 customer contacts per day.
