SUBJECT: RECEIVE UPDATE ON THE MOST RECENT MEETING OF THE BAYAREA
CLEAN WATER AGENCIES (BACWA)
The last Executive Board Meeting was on August 17, 2018. Below are key topics that were discussed at
this meeting and through committees:
Triennial Review of the Basin Plan: Regional Water Board hearing on September 12, 2018 to approve
the 2018 Triennial Review of the San Francisco Bay Basin Plan and adopt a list of prioritized projects.
BACWA has been engaged with the Regional Water Board on this issue and will testify at the hearing.
Key topics include: Climate Change and Wetlands Policy addition to the plan, Recycled Water use, and
Environmental Protection Agency recreational water quality criteria for bacteria, among other topics.
Regional Monitoring Program Annual Meeting in Berkeley on Oct 11, 2018: Focusing on
presentations with highlights for the upcoming year, ranging from topics such as nutrients and Constituents
of Emerging Concern.
Test of Significant Toxicity: The new date for potential release of the standard is October 26, 2018.
Lab Accreditation: Summit Partners Letter submitted to the State Water Board regarding potential two-
tiered track for laboratory accreditation.
Nutrients: Workshop for Regional Water Board to be held on September 17, 2018 on the Optimization
and Upgrade final report. This will be presented by HDR along with BACWA. The group annual report is
due October 1, 2018. Central San submitted its data on time.
Sanitary Sewer Systems Waste Discharge Requirements: CASA submitted redlines to the
proposed revised requirements to the State Water Board. The State Water Board has indicated a
willingness to discuss the redlines and concerns with the wastewater community.
BACWA's Regular Meeting with RWQCB was held on August 23, 2018.
The Annual Meeting with RWQCB at Pardee will be on October 25-26, 2018.

The next BACWA Executive Board Meeting will be held on September 21, 2018 along with a P re-
Pardee Technical Seminar.
