BAILEY GENERAL MANAGER SUBJECT: DISCUSS CITY OF CONCORD'S REQUEST FOR REPRESENTATION AT CENTRAL SAN On August 10, 2018, at a Board liaison meeting with the City of Concord, Mayor Edi Birsan asked Member Pilecki how to get representation on Central San's Board. This request was brought up during the Board Member Reports at the August 16, 2018 meeting and Member Pilecki suggested creating a non-voting member position for Concord at either the Board or Committee meetings. President Nejedly noted that City of Concord has not come to meetings in recent years, despite being provided the agendas. General Manager Bailey stated that staff includes the City of Concord in distribution lists for Committee and Board agendas currently and that he meets with the Mayor and City Manager a couple of times per year and extends a personal invitation to attend the meetings. This memo is to serve as background for a discussion item at the Engineering and Operations meeting on September 17, 2018, to develop ideas on whether additional representation for the City of Concord should be recommended to the Board.
