ISSUE
In accordance with purchasing procedures, Board authorization is required for the General Manager to
enter into a professional services agreement when the total amount exceeds the staff authority of
$100,000.
BACKGROUND
For the past 1.5 years, Sustainable Contra Costa has been providing student educational in-classroom
teaching, program evaluations, and school scheduling under two professional services agreements
(December 2016 and August 2017)that are now expired. These agreements have a cost
ceiling of $88,106 ($76,587 expended).

Sustainable Contra Costa has exceeded the Fiscal Year(FY) 2016-18 Strategic Plan goals for students
served. Based on that success, staff wishes to enter into a new one-year agreement that would incorporate
both Central San's existing programs and the newest K-2 grade educational program. The new contract
will allow staff time to initiate a Request for Proposal for a long-term educational outreach program as staff
continues to develop more engaging student programming. The cost of the additional year of existing
student programming, plus the additional service related to the K-2 student education program, is
approximately$58,000 for the year. This amount, when combined with the amount expended under the
recently expired agreements, totals $134,587, which exceeds the $100,000 General Manager authority
limit. For this reason, staff is seeking the Board's approval to enter into a new contract for the new school
year.
ALTERNATIVES/CONSIDERATIONS
The Board could decide not to authorize an amended agreement with Sustainable Contra Costa for
student in-classroom educational programming, but that would lessen the overall amount and quality of
Central San's outreach to the community and its customers.
FINANCIAL IMPACTS
Adequate funds to cover this contract amendment are available in the Communication Services FY 2018-
19 Budget, which was approved by the Board on June 7, 2018.
COMMUNITY OUTREACH
This work will help support extensive outreach necessary to meet the increased goals for community
outreach and students served with the Central San's educational programming in the FY 2018-20 Strategic
Plan.
COMMITTEE RECOMMENDATION
This matter was not reviewed by a Board Committee.
RECOMMENDED BOARD ACTION
Authorize the General Manager to enter into a new one-year professional services agreement with
Sustainable Contra Costa in an amount not to exceed $58,000, to continue providing comprehensive
student educational programming within Central San's service area.
