Bailey General Manager ISSUE Board approval is required to amend the Secretary of the District's employment agreement. BACKGROUND The employment contract between the District and Ms. Young allows for the Board to consider an adjustment to the Secretary of the District's salary in such amounts and to such extent as the Board may determine is desirable based upon her performance. Effective August 1, 2018, the following amendments are proposed to Ms. Young's contract: Increase the salary by 3.6% from $126,720 to $131,282 annually. This reflects the change in both Consumer Price Index (CPI)for all Urban Consumers (San Francisco/Oakland/San Jose) and the CPI for the State of California during the most recently completed February to February time period. All other provisions of the employment contract would remain unchanged. August 16, 2018 Regular Board Meeting Agenda Packet- Page 54 of 149 Page 2 of 3 ALTERNATIVES/CONSIDERATIONS Deny the salary adjustment and proposed contract amendments for Ms. Young or propose alternative adjustments. FINANCIAL IMPACTS Ms. Young's annual salary will increase from$126,720 to $131,282, resulting in an annual cost of$5,689, which includes salary as well as any incremental costs in benefits. COMMITTEE RECOMMENDATION This matter was not reviewed by a Board Committee. RECOMMENDED BOARD ACTION Approve the salary adjustment for Secretary of the District, Katherine Young, effective August 1, 2018, by approving the First Amendment to Ms. Young's February 11, 2018 Employment Agreement. Proposed First Amendment to Employment Agreement August 16, 2018 Regular Board Meeting Agenda Packet- Page 55 of 149 Page 3 of 3 FIRST AMENDMENT TO EMPLOYMENT AGREEMENT This First Amendment to the current Employment Agreement dated February 11, 2018 between the Central Contra Costa Sanitary District ("District"), a special district organized pursuant to the California Sanitary District Act of 1923, and Katherine Young ("Secretary of the District") is entered pursuant to paragraph XI of that Agreement. The Secretary of the District and the District are hereinafter collectively referred to as "the Parties." This Amendment to the Employment Agreement between the Parties contains amendments to the following provisions of that Agreement: Paragraph V, Salary. Effective August 1, 2018, the District shall increase the Secretary of the District's salary by 3.6%, which reflects the Consumer Price Index (CPI) change for all Urban Consumers (San Francisco/Oakland/San Jose) during the most recently completed February to February time period, for a salary of $131,282 per year, or a total of$10,940 per month. The remaining provisions of paragraph V of the Employment Agreement remain unchanged. Except as expressly stated in this First Amendment, all other provisions of the current Employment Agreement remain in full force and effect. This First Amendment represents all of the agreements between the parties related to this First Amendment, and this may only be modified or amended by an instrument in writing executed by both parties.
