BAILEY, GENERAL MANAGER SUBJECT: RECEIVE UPDATE ON THE MOST RECENT MEETING OF THE BAYAREA CLEAN WATER AGENCIES (BACWA) The last Executive Board Meeting was on July 20, 2018. Below are key topics that were discussed at this meeting: Nutrients: A Joint Quarterly Meeting with the San Francisco Bay Regional Water Quality Control Board (RWQCB) will be held on August 23, 2018. On September 17, 2018, HDR and BACWA will host a workshop for the RWQCB on the final nutrient optimization and upgrade report. The report was submitted on time to the RWQCB. BACWA's Nutrient Strategy Team met with the RWQCB on July 20, 2018. BACWA approved $880,000 to continue to fund the San Francisco Estuary Institute (SFEI)to support nutrient scientific studies. The Nutrient Watershed Permit requires the commitment of$880,000 per year from Publicly Owned Treatment Works (POTW) Dischargers as a collective effort to fund scientific studies as part of the Nutrient Management Strategy. State Water Board SSS WDR Update: CASA is taking the lead on redlining revisions. BACWA's Collection Systems Committee will be reviewing those revisions. Diana Messina of the State Water Board is heading up the effort, which was delayed for several months. There has been no word yet on workshops to be held. California Products Stewardship Council: California Products Stewardship Council presented an annual update to BACWA. The emphasis was on shifting the responsibility to producers so waste is completely managed by the industry(Extended Producer Liability). Colleen Henry of Central San will be the new liaison from BACWA to the Council. Air Related Issues: BACWA and the Bay Area Air Quality Management District (BAAQMD)Air Committee held their annual joint meeting August 6, 2018. Upcoming priorities and rules were discussed as well as BACWA member concerns.
