Eleven (11)capital improvement projects have been closed in Fiscal Year 2017-18.Attachment 1 lists the
expenditures and budget underrun or overrun for each project.All expenditures are based on the pre-audit
financial reports ending June 30, 2018.Attachment 2 contains a brief summary of the work completed
under each project. For project budget details, please reference the information provided under the
Financial Statements.

Project Descriptions
Fiscal Year 2017-18 Closeouts
TREATMENT PLANT PROGRAM
Project No. Project Title
7311 Treatment Plant Safety Enhancements Phase 4 Revised
Central San has very proactive safety programs administered by separate committees
responsible for addressing safety concerns identified by the craftsmen, safety modifications,
identified repairs, or in response to ever-changing regulatory requirements. This phase included
hazardous waste facility improvements and other safety related items within the treatment plant
facilities.
7314 Treatment Plant Urgent Repairs
Urgent treatment plant work which requires immediate repairs arise at any time, some cannot be
completed by maintenance staff or wait for incorporation into a capital improvement project. This
project encompassed miscellaneous areas around the plant and were triggered by equipment or
process piping failures; compliance with regulatory or code issues; and/or safety or unexpected
damage due to excessive or unexpected hazards. Staff intended to procure a standby contractor
to perform such activities; however, due to the lack of outside interest and the current bid
environment staff decided to assign this scope of work to the Treatment Plant Piping Renovations
Project-Phase 9 and other projects within the Treatment Plant Program.
7319 Laboratory Upgrades and Repairs
The laboratory is a critical component to regulatory reporting and operates several critical
systems to maintain the facilities required to conduct testing. This project included work to
address corroded hot water heat exchangers and tanks; obsolete and outdated HVAC control
systems; replacement of a 150-ton roof chiller, including structural support modifications; and
improved electrical and mechanical controls to the chiller and HVAC system
COLLECTION SYSTEM PROGRAM
Project No. Project Title
5941 Pump Stations Equipment and Piping Replacement
The purpose of this project was to replace or recondition various failed and obsolete equipment,
provide for proper emergency response at the pumping stations, and to meet new regulatory
requirements. This project included the addition of appropriate control and isolation valves for
shutdown and station protection; station and equipment flood protection; reconditioned major
pieces of equipment to original factory specifications; purchased spare assemblies needed for
pump station equipment; and investigated pump-around capabilities.
8417 Survey Monument Install
The Survey Monument Installation project consisted of the installation/replacement of survey
monuments which were removed during sewer renovations. This project provided staff with the
contracted resources necessary to fulfill the professional and legal obligations that the survey
monuments provide.
8420 Development Sewerage
The purpose of this project was to provide for capitalization of labor for Central San forces and
other expenses associated with developer installed sewer facilities. A portion of the revenue
collected from these development projects is credited to the Sewer Construction fund to offset
some of the expenditures made under this capital project.

Project Description
Fiscal Year 2017-18 Closeouts
8422 Walnut Creek Sewer Renovations Phase 5
This project replaced and renovated 8,970 feet of small diameter sewer pipes and installed 23
manholes located in easements and public rights-of-way to prevent overflows, reduce
maintenance requirements, lower system infiltration, and provide excellent customer service to
the public.
8434 Collection Systems Urgent Repairs
The purpose of this project is to restore and protect sewers that are discovered to be damaged or
near failure during field maintenance or investigation. Sewer improvements that were identified to
be completed under this repair program included sewers that were in poor condition and beyond
repair that could not be incorporated into another capital project. This includes assessments
made by failed sewers during routine cleaning, failed or damaged sewers by unexpected hazards
or events, and safety or site hazards that posed a serious threat to the integrity of the collection
system infrastructure. Staff intended to procure a standby contractor to perform such activities;
however, due to the lack of outside interest and the current bid environment staff decided to
assign this scope of work to other projects within the Collection System Program.
8437 Martinez Sewer Renovations Phase 5
This project replaced and renovated approximately 8,800 feet of existing sewers and
infrastructure and 43 new or replaced manholes located in easements, public rights-of-way. Most
of the sites were located south of Highway 24 in the Martinez area.
8439 Miner Road Sewer Repairs 2017
This emergency project was due to sewer failures caused by the significant rain events in
February of 2017. A large sinkhole engulfed two sewers on Miner Road in Orinda. These sewers
were repaired, and all work was coordinated with the City of Orinda and other agencies to restore
the roadway.
GENERAL IMPROVEMENTS PROGRAM

8227 Geographic Data Integration (GDI) Treatment Plant
The GDI Treatment Plant project implemented a geographically based asset management
system for the treatment plant. This tool will optimize the interface and functionality accessing the
asset data. After successful implementation of the collection system GDI, the treatment plant GDI
will provide efficient access to asset drawings and data.
