INDUSTRY HAPPENINGS
1) California Association of Sanitation Agencies (CASA) Northern California
Asset Management Workshop to be held at Central San on September 18
CASA will be holding Asset Management Workshops in both northern and southern
California on September 17 and 18, 2018. The northern California workshop on
September 18 will be held at Central San. The preliminary agenda includes an overview
of asset management and its importance, getting started with tools and resources, case
studies, and a panel discussion about integrating asset management into the work
culture.
PLANNING & DEVELOPMENT
2) Reimbursement Fees No Longer Being Collected for Expired Accounts
Central San provides a reimbursement program so that costs of certain mainline sewer
extensions can be shared among property owners by collecting reimbursements fees
from property owners who connect to the sewer main within a twenty-year period. On
June 1 , 2018, 135 reimbursement accounts established prior to June 1 , 1998 expired as
described in District Code section 6.20.230. Staff had notified those account holders on
October 13, 2017 in a letter explaining that reimbursement fees would no longer be
collected. Staff will continue to administer roughly 45 reimbursement accounts with
varying expiration dates.
LAFCO ELECTION UPDATE
3) Election Results for the Recent LAFCO Countywide Redevelopment Agency
Oversight Board
In April, the Local Area Formation Commission (LAFCO) staff issued a call for
nominations for the special district representative on the newly formed Contra Costa
County Redevelopment Agency (RDA) Oversight Board. Two nominations were
received:
• Raemona Williams - Rodeo Hercules Fire Protection District
• Susan Morgan - Ironhouse Sanitary District.
On June 21, 2018, the Board unanimously agreed to cast the District's vote for Susan
Morgan.
Upon conclusion of the election, Ms. Morgan was elected as the Special District Member.
Ms. Williams will serve as the Alternate Special District Member on the countywide RDA

Oversight Board. All other RDA Oversight Board members have been appointed (i.e.,
County, City, schools/colleges, public and labor) and the RDA Oversight Board is
expected to convene on September 24, 2018.
CONTRACTS & AGREEMENTS — QUARTERLY UPDATE
4) General Manager Authorized Contracts, Agreements, Etc. - Second Quarter
2018
The Board has delegated various authorities to the General Manager via resolution,
including the authority to enter into certain agreements and contracts on behalf of the
District. Additionally, the Board has requested an announcement when construction
projects have been accepted, which occurs when the Notice of Completion is recorded
with the County Recorder's Office. Also, the Board has requested notification of certain
legal claim settlements. Below is a recap of each of these items for the period April 1
through June 30, 2018:
