The above subject was brought to the Board's attention by Member Williams at the June 21, 2018
meeting, at which time the Board requested additional information.
Attached is a presentation that will be given at the meeting. A representative from PG&E has been invited to
attend.

BACKGROUND
• PG&E has been working on the cross bore prevention program
with Central San since 2011.
• The program initially reviewed existing available TV inspections
and sewer system maps for cross bore incidents for legacy
projects.
• Later in 2011, the cross bore prevention program included PG&E
consultants (GTS Inc.) hiring a sewer TV Inspection contractor to
inspect sewer mains and laterals for specific areas.
• The 2011 scope was limited to specific addresses initially in
Walnut Creek, was managed by GTS and notified customers
with a door hanger.

BACKGROUND - CONTINUED
• Late in 2011, PG&E opted to manage the cross bore program
directly without consultants.
• PG&E hired staff to manage both legacy inspections as well as
current trenchless installations.
• In 2014, PG&E staff met with Central San staff to launch a new
program managed by PG&E.
• Staff worked out project coordination issues, developed a
permit system, included submittal of insurance certificates, and
added an indemnification form.
• Staff also included operational expectations— notification of
locations for coordinating Collection System Operations (CSO)
work and notifications of significant defects.

CSO COORDINATION
"Please provide at least 1 working day advance
notification prior to any CCTV inspection. We
perform regular maintenance on our system and
wish to avoid conflicts. A call into our dispatch
(925-933-0990 or 0955) during our working
hours (6:30am — 3:00pm) will suffice. Regarding
the video files, please provide for any defect
rating of 4-5. In other words if you find
significant defects then alert us right
away. Below is a description of the insurance
requirements."

CURRENT OPERATIONS
• There are six sewer TV contractors currently permitted to work
in our jurisdiction for PG&E.
• They each have paid an administrative fee for setting up the
permit, reviewing their required submittals, and managing their
coordination.
• They have found one cross bore incident where PG&E hired a
sewer contractor to perform a permitted renovation at their
expense.
