BAILEY, GENERAL MANAGER SUBJECT: RECEIVE PRESENTATION ON PRE-SELECTION PROCESS FOR KEY EQUIPMENT IN SUPPORT OF THE SOLIDS HANDLING FACILITY IMPROVEMENTS PROJECT, DISTRICT PROJECT 7348 The Solids Handling Facility Improvements Project (Solids Project)will make improvements to nearly all solids handling processes found in the Solids Conditioning Building (SCB). These processes include sludge blending, dewatering, furnaces, and air pollution control equipment. Central San's design consultant, Black& Veatch, recently completed the 10-percent Pre-design phase and one of the outcomes of that effort was the recommendation to select critical equipment early in the Design phase. The equipment to be pre-selected are the centrifuges, cake pumps, and wet scrubbers. These specific pieces of equipment were identified in both the Comprehensive Wastewater Master Plan and Black& Veatch's pre-design as nearing the end of their useful life and in need of replacement. Also, in the case of the wet scrubber, the existing equipment will not meet upcoming regulations. Black& Veatch's recommendation to pre-select equipment brings advantages to the project: • Construction drawings and specifications will be based on the actual equipment • Utilizing 3D model will detect conflicts, confirm access, and maintain operation during construction • Improve cost estimates during design • Reduce change orders Black& Veatch and staff are finalizing the Basis of Design Memoranda and technical specifications for this equipment. The memoranda summarize the design objectives and document the performance criteria that will be used to select the equipment. The specifications will be included in the procurement documents. Staff has met, and continues to meet, with Legal Counsel to review the pre-selection process and ensure that selection complies with public procurement code. The centrifuges, cake pumps, and wet scrubber will be selected using an open request for proposal (RFP)followed by low-bid selection. The RFP will be July 5, 2018 Regular Board Meeting Agenda Packet- Page 151 of 195 Page 2 of 7 posted on Central San's website, proposals will be evaluated against pre-established criteria, and those manufacturers that meet these criteria will move on to the final bid selection phase. Final selection of this equipment will be based on the lowest, responsive bid. A purchase order (PO)will be issued to the manufacturer only for the cost of up front engineering and shop drawings preparation. The equipment manufacturing, delivery, and payment will be assigned to the General Contractor. Coordination of the front end documents for equipment selection and construction is critical so that there are no conflicts. Staff is working with Black& Veatch and Legal Counsel to ensure that Central San is protected. Staff has hired a third party consultant with extensive experience in construction document preparation to assist in the preparation of the front end documents.
