ENGINEERS, INC. TO PROVIDE AS-NEEDED LAND SURVEYING SERVICES FOR DISTRICT PROJECTS SUBMITTED BY: INITIATING DEPARTMENT: GREGORY D. ST. LOPEZ, CAPITAL PROJECTS DIVISION MANAGER JEAN-MARC PETIT, DIRECTOR OF ENGINEERING AND TECHNICAL SERVICES ISSUE The Board of Directors'authorization is required for the General Manager to execute a professional engineering services agreement in an amount greater than $100,000. BACKGROUND The Capital Projects Division survey staff (Survey) provides professional design and construction support for several projects, specifically for collection system sewer renovation. I n addition, Survey reviews aspects of development projects, supports treatment plant projects, assists with right-of-way requests, and files maps in compliance with state law. An evaluation of upcoming design and construction work projected over the next few years indicates that Survey will need seasonal or additional support to fulfill project requests. The proposed agreement will provide supplemental resources to assist with a variety of capital improvements projects and Operations and Maintenance requests. Staff prepared and posted a Request for Proposal on PlanetBids and the Central San website for as- needed land surveying. On April 16, 2018, five (5) proposals were received and evaluated. Staff selected R.E.Y Engineers, I nc. as the best-fit firm based on their experience, past performance, and proposed fees. June 11, 2018 EOPS Regular Committee Meeting Agenda Packet- Page 3 of 23 Page 2 of 2 ALTERNATIVES/CONSIDERATIONS The practice of using as-needed agreements for season and supplemental support has been very successful. Executing this type of agreement allows for reduced administration costs and staff time needed to issue individual agreements for each project. The current as-needed land surveying agreement is expiring in November of 2018 and was initiated in 2015. The term of that agreement was three years and totaled $350,000. Staff is expanding the scope of work of the proposed agreement to support the larger workload under the Capital Improvement Budget (CI B) and near term capital improvement plan. FINANCIAL IMPACTS The agreement amount is estimated to cost up to $200,000 per year. Central San may extend the contract for up to two additional years, totaling $600,000 combined ($200,000 per year). The services provided under this agreement are paid from and budgeted under projects identified in the yearly Cl B. COMMITTEE RECOMMENDATION The Engineering and Operations Committee reviewed this agreement on June 11, 2018, and recommended/did not recommend approval. RECOMMENDED BOARD ACTION Staff recommends the following: 1. Authorize the General Manager to execute a professional engineering services agreement with R.E.Y.
