BAILEY, GENERAL MANAGER SUBJECT: DISCUSS POTENTIAL LEASE OF PORTION OF KIEWIT PROPERTYTO LANDSCAPE CONTRACTOR Recently, homeless encampments had to be removed on the Kiewit property along the Walnut Creek Channel. The bill for cleanup of the area was approximately$3,600. Staff has looked to the concept of Crime Prevention through Environmental Design (CPTED)to discourage future trespasses onto the property; a tenant regularly occupying an area will provide built in surveillance. Staff was approached by Liestrand Construction looking for a landscaping construction staging site and for the storage of construction material, equipment, and a temporary storage building on approximately three- quarters of an acre. They would fence the area and provide a gravel base to protect the land surface. Staff has discussed the importance of routine maintenance to keep the site tidy and not allowing construction debris to be stockpiled onsite. Current terms being discussed are a year-long right-of-entry for$2,000 per month. Staff is seeking input and will be prepared to discuss this proposal at the April 25, 2018 REEP Committee meeting. I am the CEO of Liedstrand Landscape Construction, Inc. I have been in the landscape business in the East Bay for over 38 years. I am licensed,bonded and insured with workman's compensation and liability coverage. I currently carry a C-27 contractor's license (#570331). My company specializes in residential landscape construction and my services include: concrete, masonry, retaining walls, outdoor kitchens,arbors, as well as plants and trees. I have been on my current yard for over 20 years and now the owner has decided to develop the property. I have always paid my rent on time and been a good tenant. During my stay I have always kept a clean and tidy yard space. I do a lot of business with companies in the surrounding area and have a great reputation. Upon your approval, I will install a perimeter fence to secure the yard space and gravel the approach to the entry gate. I understand that I will be responsible for maintaining cleanliness and weed control within the fenced area.
