SUBJECT: UPDATE ON THE MOST RECENT MEETING OF THE BAYAREA CLEAN
WATER AGENCIES (BACWA)
Topics from the most recent BACWA meeting:
• The Nutrient Watershed Permit will be renewed in 2019. BACWA is currently working to develop a
strategy to approach renewal. A Nutrient Strategy team was created (Lori Schectel and Nitin Goel
participate for Central San) and held a meeting in March to discuss strategy moving forward. In the
next couple of months, this group will continue to discuss concepts and language to bring forward to
the San Francisco Bay Regional Water Quality Control Board (RWQCB).
• Nutrient Modeling efforts are underway under the Science Plan of the Nutrient Management
Strategy. Dr. David Senn of the San Francisco Estuary I nstitute spoke about these efforts at the
March BACWA Executive Board Meeting. Dr. David Senn will present on the Suisun-Delta
Modeling Project at the Central San Board Meeting on May 17, 2018.
• Sanitary Sewer System Waste Discharge Requirements (WDR): A sub-committee was formed
under the BACWA Collection Systems Committee. Central San's Justin Waples, Paul Seitz, and
Steve Sauter will be participating in that sub-committee, which will focus on helping to shape the new
permit. BACWA joined a letter with California Association of Sanitation Agencies and the Southern
California Alliance of Publicly Owned Treatment Works giving preliminary suggestions to the State
Water Resources Control Board on the forthcoming revisions to the WDR.
• RWQCB is preparing for the triennial review of the San Francisco Bay Basin Plan. The BACWA
Executive Board will discuss this at the April 20, 2018 Board Meeting. RWQCB is hosting a
workshop on May 21, 2018 and is soliciting comments on priorities for the review, which is due
on June 8, 2018. BACWA is beginning the process of compiling requests for changes to the Basin
Plan from its membership.
• Continued discussions on the TNI laboratory standards which are now slated for adoption in the
2nd Quarter of 2019.

• BACWA submitted a comment letter to United States Environmental Protection Agency Office of
Pesticide Program on a pesticide (pyriproxyfen) used to control fleas, requesting risk assessment
and risk mitigation measures.
• Joint Meeting with BACWA Executive Board, San Francisco Bay Regional Water Board, and the
Bay Area Air Quality Management District to take place later this spring. BACWA will be working on a
draft agenda for the Joint Meeting at the April 20, 2018 Executive Board Meeting.
