OPERATIONS-RELIABILITY ENGINEERING REVIEWED BY: NEIL MEYER, PLANT MAINTENANCE DIVISION MANAGER ANN SASAKI, DEPUTY GENERAL MANAGER ISSUE Board authorization is requested for the General Manager to enter into a service agreement with I ronbrook UV to rebuild ultraviolet (UV) disinfection equipment. BACKGROUND In 1994, Central San installed 18 banks of UV lamps for disinfection of final effluent as part of the UV Facilities Project (DP 7100). In 2006, another six lamp banks were added under the UV Expansion Project (DP 7240). Fischer-Porter(later Elsag Bailey, then ABB)was the original manufacturer and patent holder of the UV system. Rights to the system were sold several times with the last being to I ronbrook UV (a division of Collcorp, I nc.). I ronbrook UV has the exclusive rights to sell, manufacture, and repair our UV system equipment, including the lamp racks and all associated cabling. Ironbrook UV does not sell parts to third party UV repair shops, and the lamp racks are designed specifically for the UV system. I ronbrook UV is the only company that has the design specification for the lamp racks, cabling, and lamp connectors. Subpar or incorrectly designed lamp rack cabling and connectors could cause failures to other components in the UV system. For this reason, Central San previously sole-sourced I ronbrook UV for the UV Expansion Project (DP 7240) and for transformers in 2012. There are two UV basins with four channels per basin for a total of eight channels with each channel having three lamp banks. During routine preventive maintenance, lamp banks are disconnected and removed from the channel for acid washing. Each bank contains 26 racks and 416 lamps. Disconnecting and reconnecting the cables over time has worn the wiring, connectors, and pins. Additionally, the cables experience high voltages for a short duration every time the lamps are turned on. Over time, burn marks have developed at the 40-pole connectors and problems with various electronic components in the control April 25, 2018 EOPS Regular Committee Meeting Agenda Packet- Page 69 of 72 Page 2 of 2 cabinets are occurring with increased frequency.A typical configuration for dry weather would be three channels with two lamp banks. For wet weather, seven channels may be needed for disinfection. The recommended plan to insure reliability of the UV system includes the phased rebuilding of the UV system. The plan this summer includes the rewiring of lamp banks for two channels (three lamp banks per channel) at a cost of approximately$50,000 per bank for a total of$300,000. The cost includes new bulbs and quartz sleeves, as well as new internal cabling for the cabinets. Maintenance staff will replace the cabinet cables. Only one channel is expected to be out of service at a time. The plan in 2019 is to rebuild six to nine additional lamp banks at a cost of approximately$450,000. Six lamp banks installed in 2006 are planned to be rebuilt in 2020 at a cost of approximately$300,000. The total service agreement is not expected to exceed $1,100,000 over the next three to four years. Rebuilding the existing UV equipment will enhance the redundancy and reliability of the overall UV system, allowing the equipment to last until the system is replaced. The Comprehensive Wastewater Master Plan shows the planning phase of the replacement project as beginning in FY 2022-23. Prior to replacement, a pilot project would be necessary. Replacement of the UV system includes lamp banks, power distribution cabinets, multiple valves, gates, and actuators, the acid wash system, turbidity analyzers, level controls, and other instrumentation, programmable logic controllers, bridge crane, roof, HVAC, and other ancillary components. Accordingly, staff recommends Board authorization to allow the General Manager to enter into a service agreement with I ronbrook UV to rebuild the UV system lamp banks. ALTERNATIVES/CONSIDERATIONS Central San could choose not to rebuild the lamp banks but risks inadequate disinfection performance. FINANCIAL IMPACTS The total service agreement amount is not expected to exceed $1,100,000. With approval of the FY 18-19 CI B, funds are available in District Projects. COMMITTEE RECOMMENDATION The Engineering and Operations Committee reviewed this position paper on April 25, 2018 and RECOMMENDED BOARD ACTION Authorize the General Manager to enter into a service agreement with I ronbrook UV to rebuild ultraviolet disinfection equipment.
