Bailey General Manager ISSUE On April 17, 2018, eight sealed bids were received and opened for the construction of the Solids Conditioning Building Roof Replacement, District Project 7359 (Project). The Board of Directors (Board) must award the contract or reject all bids within 50 days of the bid opening. Authorization is also required for the General Manager to execute the Contract Documents subject to submittal requirements and include up to a 15-percent contingency. BACKGROUND The Solids Conditioning Building (SCB) roof was constructed in the mid 1970's. During wet weather May 3, 2018 Regular Board Meeting Agenda Packet- Page 80 of 225 Page 2 of 6 conditions, the SCB roof experiences significant leakage. Some of the leakage is overcritical electrical equipment. Failure of this equipment could result in significant disruptions to operations as well as create safety hazards. There are also several other critical assets in this building, including one of the two plant control rooms. Over the last 10 years, several repairs have been made to repair significant leaks; however, the entire roof is in poor condition and requires replacement. The roof is over 40 years old and the useful life of a tar and gravel roof is in the order of 20 to 30 years. Temporary measures have been implemented to protect the electrical equipment from water damage; however, a roof replacement is needed as the long-term solution. This Project will replace the existing built-up tar and gravel system with a membrane roofing system, install new roof drains and piping for poor drainage locations, remove decommissioned exhaust stacks, and replace flashing and sheet metal. Additional scope of work items, including coating, relocation and installation of electrical and networking conduits, installation of fall protection systems, modification to steam lines, and demolition of a natural gas line, will be completed separate from the roofing work. These items are relatively minor and, if included in the roofing scope of work, would require a general engineering contractor. In order to obtain the best cost for roofing, staff has elected to complete the non-roofing scope items separately. Work will be coordinated with the roof installation schedule. Central San staff, along with Calpo, Hom, and Dong Architects, and TJ C and Associates Inc., prepared the plans and specifications for the Project. The Engineers estimate for construction was $1,000,000. This Project was advertised on March 30 and April 4, 2018. Eight sealed bids ranging from $748,008 to $1,215,500 were received and publicly opened on April 17, 2018. The Capital Projects Division conducted a technical and commercial review of the bids and determined that Platinum Roofing, Inc. (Platinum) is the lowest responsive and responsible bidder.A summary of bids received is shown in Attachment 2. Central San will administer the construction contract and provide contract administration, inspection, office engineering, and submittal review. Consultant inspection and engineering services will be used to supplement staff as needed under existing Capital Projects As-Needed Agreements. On April 23, 2018, the second lowest bidder, Exbon Development, Inc. (Exbon), submitted a timely protest claiming the bid submitted by Platinum contained material defects. After staff's independent review of the protest and the response provided by Platinum, it was determined that Platinum's bid was responsive and did not contain any material defects.As of April 25, 2018, Exbon provided a verbal and written notification that their protest has been withdrawn. C Ems, A: Staff has concluded that this Project is exempt from CEQA under Central San CEQA Guidelines Section 15301, since it involves minor alterations to existing public facilities involving no expansion of use, and CEQA Guidelines Section 15302, since it involves replacement of existing public facilities at the same location and with the same purpose.Approval of this Project will establish the Board's independent finding that this Project is exempt from CEQA. ALTERNATIVES/CONSIDERATIONS Roofing contractors are in very high demand and securing a contractor this dry weather season is necessary. The existing S C B roof is past its useful life and is in need of replacement before the next wet weather season. FINANCIAL IMPACTS May 3, 2018 Regular Board Meeting Agenda Packet- Page 81 of 225 Page 3 of 6 The total estimated cost for this Project is $1,300,000, which includes design, bid, contingency, inspection, construction management, and other roof modifications. This Project is included in the Fiscal Year(FY) 2017-18 Cl B on page 170 with a budget of$1,100,000.Additional funding will be included in the FY 2018-2019 budget to cover the additional funds required to complete the project. RECOMMENDED BOARD ACTION Staff recommends the following: 1. Find that the Project is exempt from CEQA; 2. Award a construction contract in the amount of$748,008 for the construction of the Solids Conditioning Building Roof Replacement, District Project 7359 to Platinum Roofing, I nc., the lowest responsive and responsible bidder; and 3. Authorize the General Manager to execute the Contract Documents subject to submittal requirements and include up to 15-percent contingency.
