RISK MANAGEMENT
1) FEMA Cost Recovery Expected — Miner Road Incident in Orinda
FEMA Recovery — Central San has received the funds obligation package from the
California Office of Emergency Services (CaIOES) for its emergency response work on
Miner Road in Orinda related to damage from the 2017 Winter Storms. This package
precedes receipt of checks totaling $482,133 and represents the combined share of
federal and state recoveries for this emergency response project. Staff anticipates
receiving checks within a month.
A final claim remains pending with FEMA and CalOES related to reimbursement for the
permanent repairs for the damage on Miner Road.
OUT-OF-AREA CONFERENCE
2) Director of Engineering and Technical Services to Attend IFAT-2018
Conference in Munich, Germany in May 2018
Director of Engineering and Technical Services Jean-Marc Petit will attend the IFAT-2018
(Internationale Fachmesse fur Abwasser Technik or International Trade Fair for Sewage
Technology), an international conference which is the World's Leading Trade Fair for
Water, Sewage, Waste and Raw Materials. The conference will take place in Munich,
Germany from May 13-18, 2018. Travel costs will be paid by Mr. Petit and will not be
covered by the District; however, time will be allocated for Mr. Petit's attendance for the
IFAT conference.

3) GIS Analyst to Attend the Cityworks Conference in Salt Lake City May 2018
GIS Analyst Ian Morales will attend the Cityworks conference in Salt Lake City May 9-11,
2018, where he is presenting on Central San's implementation of Cityworks Asset
Management System. The presentation will cover the challenges, successes, and goals
for the Treatment Plant's asset management program. Mr. Morales also was invited to
participate in the newly formed Customer Advisory Group, a product enhancement
steering committee, where he will advocate for enhancements to the Cityworks products
that benefit Central San and similar agencies.

CITIZENS ACADEMY
4) Central San Citizens Academy Final Session on May 1, 2018
On Tuesday, May 1 , Central San's citizens academy, Central San Academy, will hold its
final class for the spring 2018 session. Over the last five weeks, the participants have
been extremely engaged and interactive with staff, which has included members of the
Board and Executive and Management Teams.
The agenda for the evening of May 1 will feature presentations by General Manager
Roger S. Bailey and Program Manager for Resource Recovery Melody LaBella, as well
as a Q&A session with any Board Members present. This dialogue, held in a town-hall
format, has always generated interesting discussions, and, year after year, the
participants express their appreciation for a direct interaction with their elected officials.
The program begins at 6:00 p.m. in Central San's Multipurpose Room and is expected to
end at 8:30 p.m.
LAFCO ELECTION UPDATE
5) Update on Local Area Formation Commission (LAFCO) Election to Fill
Special District Representative Regular and Alternate Seats for Four-Year
Term
Two special district seats on the Contra Costa Local Agency Formation Commission
(LAFCO) recently came up for reelection: the regular seat held by Igor Skaredoff (Contra
Costa Resource Conservation District), and the alternate seat currently held by
Commissioner Stan Caldwell (Mt. View Sanitary District). Both terms expire in May 2018
and both members sought re-appointment. Lee Mason was nominated by the Los
Medanos Community Healthcare District board for the alternate seat.
On April 5, 2018, the Board unanimously agreed to cast the District's votes for
Mr. Skaredoff and Mr. Caldwell. The 2018 election was held by mail ballot on April 16,
2018. and both Mr. Skaredoff and Mr. Caldwell were re-elected and will serve for
another four years, until May 2022.
CONTRACTS & AGREEMENTS — QUARTERLY UPDATE
6) General Manager Authorized Contracts, Agreements, Etc. - First Quarter 2018
The Board has delegated various authorities to the General Manager via resolution,
including the authority to enter into certain agreements and contracts on behalf of the
District. Additionally, the Board has requested an announcement when construction
projects have been accepted, which occurs when the Notice of Completion is recorded

with the County Recorder's Office. Also, the Board has requested notification of certain
legal claim settlements. Below is a recap of each of these items for the period January 1
