BAILEY, GENERAL MANAGER SUBJECT: RECEIVE UPDATE ON THE MOST RECENT MEETING OF THE BAYAREA CLEAN WATER AGENCIES (BACWA) BACWA New Officers • Lori Schectel — BACWA Executive Board Chair • Amit Mutsuddy(City of San Jose)— BACWA Executive Board Vice Chair BACWA Outside Group Representation • Lori Schectel — California Association of Sanitation Agencies State Legislative Committee • Lori Schectel — Summit Partners • Lori Schectel — Nutrient Management Strategy Steering Committee Alternate • Mary Lou Esparza— Regional Monitoring Program Technical Committee • Tim Potter— National Association of Clean Water Agencies Task Force of Dental Amalgam Joint Meeting of BACWA Executive Board and the San Francisco (SF) Bay Regional Water Board on March 2, 2018 • Nutrients — Sea Level Rise (SLR) analysis to be included in report. HDR evaluated each BACWA member's discharge outfall location to determine the flood impacts associated with SLR over the next 100 years. The study utilized publicly available data from the United States Army Corps of Engineers, the Federal Emergency Management Agency, and publicly available topography data. 10 of the 37 sites are not impacted by SLR including Central San. • Sanitary Sewer Overflow(SSO) Waste Discharge Requirements — Bill Johnson of the Regional Board will be giving input to the State Board. 50% of SSOs from BACWA agencies are less than 50 gallons. BACWA would like to address reporting requirement with a"de minimis" threshold. • Joint Meeting with BACWA Executive Board, SF Bay Regional Water Board, and the Bay Area Air Quality Management District to take place later this Spring. Draft agenda for review by each agency to be ready by end of March. • Cannabis Permitting — California Water Environment Association holding trainings. Central San staff has attended. Of BACWA members, East Bay Municipal Utility District appears to have the most applicants and is billing and treating them as a nursery. Indoor growers are notifying the state if they are discharging to a publicly owned treatment works.
