ADMINISTRATION COMMITTEE REGARDING THE ALHAMBRAVALLEY
TRUNK SEWER AND THE ALHAMBRA VALLEYASSESSMENT DISTRICT
(AVAD) PROGRAM
At the January 12, 2018, Administration Committee meeting, there were several questions asked
regarding the Alhambra Valley Trunk Sewer and the Alhambra Valley Assessment District (AVAD)
program. This memo presents a summary of the status of reimbursements for the Alhambra Valley Trunk
Sewer.
Status of the Alhambra Valley Trunk Sewer Reimbursement
Construction of the Alhambra Valley Trunk Sewer was completed in February 2008. On May 1, 2008,
Central San established reimbursement fees for those parcels which could be connected either directly to
the trunk sewer or to other sewers which are tributary to the trunk sewer. Funding for the trunk sewer
project was provided by Central San and a developer contribution, and is being paid back by those
property owners who connect to either the trunk sewer or an upstream sewer. Ordinance 251 shows the
costs as follows:
Funding from Central San $3,625,000
Developer Contribution $400,000
Total Project Cost $4,025,000
The ordinance sets different reimbursement fees for those parcels which are connected directly to the
trunk sewer and those which are connected to upstream sewers. The fees are also escalated each year.
Reimbursement fees for fiscal year 2017-18 are:
Direct connection $22,468 per parcel
Indirect connection $7,817 per parcel

Looking at the number of parcels that have been connected gives the following breakdown of
reimbursements:
Reimbursed from Developer $400,000
Reimbursements from Property Owners Fully Paid $414,450
Reimbursements from Property Owners Financed $892,407 1
Outstanding Reimbursement Fees (developed and
undeveloped lots that have not been connected
to public sewer) $2,218,143
Bond $100,000
Total Project Cost $4,025,000
1 Includes both outstanding principal and payments already received by Central San.
