SUBJECT: UPDATE ON RECENT REPORTABLE COMPLIANCE ACTIVITIES (RCA)
The emergency bypass damper for Multiple Hearth Furnace (MHF) 1 was used four different times
between November and December of 2017, and three different times for MHF 2 in January 2018. The
Central Contra Costa Sanitary District's (Central San) Title V Air Permit prohibits the use of the bypass
damper unless it's used to protect workers or prevent damage to downstream equipment. Each time the
emergency bypass damper is used, it must be reported to the Bay Area Air Quality Management District
(BAAQMD) as a Reportable Compliance Activity (RCA). The three RCAs are as follows:
RCA No. 07F50: November 30, 2017 the bypass damper was open from 00:19:30 to 00:22:00, from
16:20:10 to 16:23:56, and from 23:10:43 to 23:12:06 for a total of 6 minutes and 39 seconds.
RCA No. 07F64: December 12, 2017 the bypass damper was open from 08:11:02 to 08:17:00 for a total
of 5 minutes and 58 seconds.
RCA No. 07G02: January 26, 2018 the bypass damper was open from 18:33:53 to 18:34:47, from
19:46:55 to 19:47:36, and from 22:07:55 to 22:08:24 for a total of 2 minutes and 4 seconds.
Any use of the bypass damper is considered a permit deviation and can be subject to enforcement action.
BAAQMD can grant breakdown relief if the bypass event is justified to protect workers and downstream
equipment. Central San requested breakdown relief for all three recent RCAs.
Central San anticipates receiving two Notices of Violations from BAAQMD as a result of the November
and December RCAs.
Staff will be present to answer questions.
