SUBJECT: ANNOUNCEMENTS - FEBRUARY 15, 2018
PROJECT UPDATE
1) Public Bidding for Lafayette Sewer Renovations, Phase 12, District Project 8446
The Lafayette Sewer Renovations, Phase 12, is part of the ongoing Collection System Sewer Renovation
Program aimed at addressing the highest priority sewers that are deteriorated and in need of replacement.
This project will renovate up to 9,100 feet of sewer mains, primarily 6- and 8-inch clay sewers, within the
City of Lafayette and Town of Moraga. Construction activities will include open trench, pipe-bursting, and
other trenchless technology within public rights-of-way and easements.
This project will be advertised on February 22 and February 27, 2018. Bids will be opened on March 8,
2018. The Engineer's estimate is $3,200,000. More information will be presented when the Board is
asked to award the construction contract on April 5, 2018.
PUBLIC OUTREACH
2) Central San Citizens Academy Accepting Applications — Spring 2018 Session Begins March
27
Last year, Central San hosted the second session of its citizens academy, Central San Academy. In
August, the Board agreed to continue the program until further notice, and the third session is set to begin
on March 27, 2018.As in previous years, the classes will be held in the Multi-Purpose Room every
Tuesday night for six consecutive weeks from 6:00 -8:30 p.m. (except for the Facilities Tour in the fourth
week, which will be from 9:00 a.m. - 12:30 p.m.) and will conclude with a graduation ceremony on May 1.
Board Members are invited to attend any or all sessions, particularly the first and last of the series on
March 27 and May 1, respectively. It is staff's hope that the Academy will continue to serve as a direct line
of communication between Central San and its customers and that it will equip participants to be active
members of the community, conversant in the wide range of services Central San provides. Applications

are being accepted until March 16. More information, including the program application, is available on
the District's website at centralsan.org/academy. Brochures are also available upon request.
REGULATORY COMPLIANCE
3) 2017 Title V Clean Air Act Annual Report Submitted
Central San's Treatment Plant has two air quality permits. The first is the annual Permit-to-Operate (PTO)
issued and enforced by the Bay Area Air Quality Management District (BAAQMD). The second air permit
is the five-year Federal Title V Major Facility Air Permit (Title V Permit) issued and enforced by both
BAAQMD and the United States Environmental Protection Agency(USEPA). Central San is required to
prepare a comprehensive report once a year which summarizes its compliance status for the both the Title
V Permit and the PTO air permits.
Central San was in compliance with all Title V and PTO permit requirements, with one exception. I n May
of 2017, Central San conducted the Multiple Hearth Furnace 1 annual source test. The source test results
showed an exceedance of the hydrogen chloride emission limit. No enforcement action has been taken,
but the exceedance is under review by BAAQMD.
The 2017 Title V Clean Air Act Annual Report was submitted to BAAQMD on January 29, 2018. A copy
of the Report is available upon request from the Secretary of the District.
