BAILEY, GENERAL MANAGER SUBJECT: ANNOUNCEMENTS - FEBRUARY 1, 2018 PROJECT UPDATES 1) Public Bidding for Treatment Plant Piping Renovations, Phase 9, District Project 7330 Many of the treatment plant's piping and related systems have been in place for 30 to 40 years and have required repairs or temporary solutions. Failures of such systems reduce the reliability and can adversely impact the treatment process. The Treatment Plant Piping Renovations, Phase 9 project will renovate and/or replace various piping, instrumentation and equipment in the treatment plant that have been identified by engineering, operations, and maintenance staff. The scope includes various piping systems, valves, gates and actuators; pump variable frequency drives; boiler feedwater systems; and electrical and controls work. The project will also include modifications to the Potable Water system for improved security and reliability. This project will be advertised on February 8 and 15, 2018. Bids will be opened on March 1, 2018. The engineer's estimate is $2,000,000. More information will be presented when the Board is asked to award the construction contract in April 2018. CUSTOMER OUTREACH 2) Public Workshop Scheduled for February 6, 2018 Regarding Lafayette Sewer Renovation Project, Phase 12, District Project 8446 Central San will host a public workshop regarding the Lafayette Sewer Renovation Project, Phase 12, District Project 8446, on Tuesday, February 6 from 7:00 to 8:00 p.m. at the Collection System Operations office located at 1250 Springbrook Road in Walnut Creek. The project will replace/rehabilitate approximately 8,600 feet of sewer pipe at several different sites in Lafayette and Moraga using open-cut, pipe-bursting, slipline, and Cured-In-Place Pipe (CIPIP) methods. Staff is in the process of contacting all residents who will be affected by easement work on their properties. Members of the public are invited to attend to learn more about the project and its potential February 1, 2018 Regular Board Meeting Agenda Packet- Page 123 of 148 Page 2 of 2 impact on the surrounding neighborhoods. ENVIRONMENTAL COMPLIANCE 3) No Businesses in Significant Non-Compliance (SNC) for 2017 Federal pretreatment regulations require Central San to report businesses permitted as Significant Industrial Users (SI Us) under the Environmental Compliance Program if they are issued a Notice of Violation during the calendar year. The regulations also establish criteria for agencies, such as Central San, to use to determine if the violations of a permitted SI U business are classified as SNC. If a business is determined to be in SNC, Central San is required to publish certain information about the violation in the newspaper at least annually. At the Board's request in 2005, Environmental Compliance staff initiated a program to work more closely with the regulated businesses to understand the actions they could take to minimize the events when they would meet the SNC criteria. This program has been successful and the number of businesses reported in SNC has significantly reduced. This year the program assisted three permitted SIU businesses who were cited for violations with SNC criteria to avoid SNC through corrective actions. No businesses were determined to be in SNC during calendar year 2017, so there is no need to publish any notices this year. EMPLOYEEACTIVITIES 4) Central San Blood Drive Central San is hosting a blood drive through the Blood Centers of the Pacific between 8:30 a.m. and 1:30 p.m. on February 22, 2018 in the Multi-Purpose Room. The opportunity to give back to the community by participating in the blood drive has been extended to all staff, temporary staff, students and retirees. A flyer was emailed District-wide to staff and mailed to retirees providing registration information: visit www.bloodheroes.com using Code CCCSD to make an appointment.
