SUBJECT: AUTHORIZE THE GENERAL MANAGER TO EXECUTE PROFESSIONAL
ENGINEERING SERVICES AGREEMENTS WITH TJC AND ASSOCIATES,
INC. AND COMPLETE PROJECT SOLUTIONS, INC., IN THE AMOUNT OF
$150,000 EACH, TO PROVIDE AS-NEEDED STRUCTURAL ENGINEERING
SERVICES FOR CAPITAL IMPROVEMENT PROJECTS. APPROVAL

ISSUE
The Board of Directors' (Board) authorization is required for the General Manager to execute a
professional engineering services agreement in an amount greater than $100,000.

The Central Contra Costa Sanitary District (Central San) Capital Projects Division uses structural
engineering services to assist in the design and construction of capital improvement projects. The
purpose of the structural engineering agreements is to provide varied levels of structural engineering
expertise to assist staff with projects in the Treatment Plant, Collection System, General Improvements,
and Recycled Water Programs. For example, the sewer renovations in the Collection System Program
uses in-house professional engineers to design sewer replacement and uses as-needed structural
engineering services for recommending whether to repair or replace creek crossings and other special
structures.
Staff prepared and posted a Request for Proposal on PlanetBids and the Central San website for
structural engineering as-needed services. On December 1, 2017, four proposals were received and
evaluated. Staff selected TJC and Associates, I nc. and Complete Project Solutions, I nc. as the best fit
firms based on their experience, past performance, and proposed fees. Contracting two structural
engineering firms allows staff some flexibility to respond to urgent design and construction needs. Both
firms provide a variety of services and specialties in the wastewater field.
ALT ERNAT IVES/CONSIDERAT IONS
The Capital Projects Division, and Central San, does not employ a professional structural engineer, and a
full time engineer for these services is not recommended. The practice of using as-needed agreements
has been very successful. Executing this type of agreement allows for reduced administration costs and
staff time needed to issue individual agreements for each project. The services provided for each project
is typically small and consolidating the work is recommended.
FINANCIAL IMPACTS
The agreement amount for each firm will be $150,000, for a total combined amount of $300,000. The
agreement duration may extend into 2020. Staff estimates that the yearly costs are $100,000. The
services are budgeted and will be paid for under projects in the Board-adopted Capital Improvement
Budget.
COMMITTEE RECOMMENDATION
The Engineering and Operations Committee reviewed this agreement at the meeting on January 17,
2018, and recommended approval.
RECOMMENDED BOARD ACTION
Staff recommends the following:
1. Authorize the General Manager to execute professional engineering services agreements with TJC and
Associates, I nc. and Complete Project Solutions, Inc. in the amount of$150,000 each to provide as-
needed structural engineering services for capital improvement projects.
