2017 Annual Report
Our Mission:
The primary objective of the Safety Program is to reduce injuries, accidents, and
environmental impact while ensuring compliance. We achieve this by providing high
quality training, comprehensive workplace evaluation, incident response, hazardous
materials management from acquisition to disposal, and by managing regulatory
information.
The Safety Workgroup understands that to maintain an effective District-wide
Environment, Health and Safety Program, it needs the continued support and
commitment of Central Contra Costa Sanitary District's (Central San) management and
the participation of all workgroups. Safety staff will continue to work closely with both
groups to foster and maintain this support.

Safety Program
Injury/Illness Analysis
Central San incurred 10 Occupational Safety and Health Administration (OSHA)
Recordable Injury/Illness cases and 17 first aid only cases during the 2017 calendar
year (see Graph 1). The recordable cases consisted of three lost time, three restricted
work, and four medical only cases. There was a decrease from 17 to 10 recordable
cases (41%) from the 2016 calendar year (CY2016) to the 2017 calendar year
(CY2017).
The Safety Workgroup continues to encourage employee reporting of first aid only
injuries/illnesses and near-misses. The Safety Workgroup uses this data to help identify
and correct hazards in the workplace that could result in a recordable injury, as well as
tailor safety training to address these hazards.

The total number of lost work days decreased significantly from 50 to 22 (-56%) from
CY2016 to CY2017 (see Graph 2). This is attributed to the concentration on the
interactive process efforts, which has limited the longest lost work days case to 16 days.
The total number of restricted work days decreased from 314 to 153 (-51%) from
CY2016 to CY2017 (see Graph 3). This is attributed to the concentration on accident
causation and directed training. These efforts have help reduced the severity of days
away claims from 2.9 days/claim to 2.2 days/claim and restricted work days from
18.5 days/claim to 15.3 days/claim.

The leading mechanisms of injuries/illnesses at Central San during CY2017 were:

The most common type of injury remains strain/sprain, which accounts for 40% of all
injuries. The primary cause of these strain/sprain injuries is overexertion while lifting,
pushing, or pulling, resulting in back injuries. Other strain/sprain related injuries are
caused by slips, trips, or falls. None of the CY2017 injuries were associated with
common activities, equipment, or procedures.
The Safety Workgroup will continue targeting strain/sprain related injuries and
conducting classes on overexertion and back injury prevention in its CY2018 training
schedule.

Incident Rates
Central San's Incident Rates are calculated using the injuries recorded on the
California Occupational Safety and Health Administration (CalOSHA) 300 Log Form
each calendar year. The rates vary from year to year due to the frequency and severity
of the injuries occurring and by the number of hours worked (exposure time).

The Safety Workgroup's goal is to meet or exceed industry safety standards by
achieving a Bureau of Labor Statistics (BLS) industry injury rate that is lower when
compared to other California and Bay Area sanitary districts.
The recordable rate for CY2017 is 3.8, which is significantly lower than the CY2016 rate
of 6.5, due to the lower number of recordable claims in 2017. Central San's recordable
rate is well below the BLS rate for California's Sewage Treatment Facilities at
3.8 versus 6.8 (-44%), respectively. Additionally, both the Days Away Rate and Other
Recordable rate are below the BLS rates.
Central San's restricted time rate is marginally higher than the BLS Restricted Time
Rate for California Sewage Treatment Facilities (1.5 vs 1.0). The Safety Workgroup
does not see this as negative, rather an indication of the successful implementation of
the Central San Return-to-Work Program that places employees back on the job with
modifications or job reassignment instead of resulting lost work days. However, the
restricted time rate did decrease from 3.0 in CY2016 to 1.5 in CY2017 (-50%).

Previously, the Board asked how Central San compared to other industries. For this
comparison, BLS rates were pulled for construction and utility systems for local
governments. These local governments would include cities, counties, community
service districts, park and recreation districts, etc. who perform underground
construction, road, facilities maintenance, and utility work.
Central San's Incident Rate is nearly half the rate of the Local Government - Heavy
Construction and Civil Engineering category at 3.8 vs 7.5, respectively. Additionally, the
Days Away rate is significantly lower at 1.1 vs 2.8, respectively (-60%). It was also
noted that the Local Government — Heavy Construction and Civil Engineering category
does not offer modified or alternative job assignments at any measurable level.
Safety Training
The Safety Workgroup is responsible for assessing Central San's safety training needs,
developing and coordinating safety training programs, and monitoring and evaluating
the effectiveness of the programs. During CY2017, the Safety Workgroup conducted
over 120 hours of classroom instruction, consisting of 81 training sessions on 35
different training subjects.

Safety Accomplishments
In CY2017, the following Safety accomplishments were achieved:
• Central San won the California Water Environment Association's "2017 Safety:
Plant of the Year Award Large."
• Updated and serialized Safety Directives binders and instituted online access to
ensure the updated versions are easily accessible.
• Updated Respiratory Protection Program and Electrical Safety Program Safety
Directives.
• Implemented online access to material safety data sheets (MSDS) through
MSDSonline.com, which allows automatic updating of existing safety data
sheets, as well as the ability to easily search and add new ones.
• Quick response to open actions items within the District Safety Committee. The
District Safety Committee received 26 Safety Suggestions in the past year. The
current timeframe for an open action item is less than 60 days.
• 0 - First Level (High Frequency/Severity)
• 11 - Second Level (Low Frequency/Severity)
• 15 - Work Order/Repairs
• Worked closely with Capital Projects to provide design reviews, submittal
reviews, contractor orientations, and construction safety oversight.
• Conducted 16 Contractor Safety Orientations.
• Conducted 51 Design and Submittal Reviews.
• Attended 106 Construction Progress Meetings.
• Central San departments and the Safety Workgroup conducted 322 Safety
Tailgates.
• Plant Maintenance completed 111 Safety Work Orders.
• Both Administration and Engineering Departments went the entire CY2017 with
zero Lost Work Days.
• Implemented iAuditor application to allow safety inspections to be conducted via
cell phone or tablet.

2018 Goals and Objectives for the Safety Workgroup
• Continue improving customer service through:
• Increased visibility in contractor project oversight/design reviews.
• Participation in a greater number of tailgate meetings.
• Attendance at more manager and departmental meetings.
• Increasing job worksite and facility inspections.
• Continue monitoring safety metrics, including both leading and lagging indicators
to identify trends (incident reports, first aids only, near misses, inspection
findings, etc.).
• Conduct chemical inventory and reconcile safety data sheets with
MSDSonline.com.
• Leverage systems and software to improve efficiency and compliance (training
records, certification tracking, etc.).
• Continue to review/update Safety Directives to ensure they are compliant and
easy to follow.
• Update the "District Safety Requirements" in the Specifications and bid packets
(Multiple Employer Workplace).
• Assist Engineering with Fire System Upgrade Project to improve fire and life
safety at the Treatment Plant.
• Fill vacant Operations Safety Specialist position which provides safety coverage
for the Collection Systems Operations Division.
