7) Recycled Water Storage — Clearwell Inspection Work
The District maintains a clearwell to store recycled water. Last year, the 20-year old
clearwell cover and drainage system, began to breakdown and leak. Operations and
Maintenance staff have been working to preserve the cover, but the leakage has
increased dramatically, which jeopardizes recycled water operations.
In January 2018, staff contracted with a specialty firm, Global Diving and Salvage, to
undertake an underwater inspection of the condition of the cover and assess the need
for repairs. It was contemplated that a minimum amount of repairs might occur as a
routine part of this inspection and a separate contract for less than $19,066 was also
issued. Costs thus far are not precisely known but are believed to be approximately
$35,000 for inspection and repairs to date. The full inspection and needed repairs to the
clearwell were not completed due to the need to shut down the recycled water pumps to
allow safe access. Based on the inspection results to date, staff concludes that this
additional inspection and urgent repair work should proceed as soon as it can be
scheduled.
Staff will notify customers and coordinate a recycled water system shut down in the next
couple of weeks to complete the inspection and needed urgent repairs during off-hours,
bringing the total expected cost of the inspections and repair work to approximately
$60,000. If additional defects are discovered and more costly additional repairs are
needed, staff will request that the General Manager declare an emergency and the
additional contract work will be brought to the Board for ratification of the declaration
and authorization of continued emergency work.
