IMPLICATIONS WHEN A COMMITTEE MATTER STRADDLES TWO
CALENDAR YEARS, THEREFORE RAISING THE POTENTIAL OF THAT
ITEM HAVING BEEN CONSIDERED BY MORE THAN TWO BOARD
MEMBERS
The above issue was raised at the December 12, 2017 Administration Committee once it was determined
that one of the issues the Committee had been reviewing over the course of several meetings may not
have received full Committee review prior to year end, when Committee Members may change. Chair
McGill suggested that, given the Brown Act implications associated with those occasions when matters
that come before a Board Committee may straddle two calendar years and thus potentially risk a majority
of the Board having reviewed an item prior to it being taken to the full Board, consideration be given to
establishing a policy where the Committee Members remain in place until any such matters are concluded.
District Counsel Kent Alm will be in attendance at the meeting to speak to this issue.
