BAILEY, GENERAL MANAGER SUBJECT: ADOPT RESOLUTION NO. 2018-001 COMMENDING OUTGOING BOARD PRESIDENT PAUL H. CAUSEY FOR HIS SERVICE Attached is a proposed resolution commending outgoing Board President Paul H. Causey for his service as President of the Board of Directors during 2017. ATTACHMENTS: 1. CAUSEY FOR HIS SERVICE AS PRESIDENT OF THE CENTRAL CONTRA COSTA SANITARY DISTRICT BOARD OF DIRECTORS WHEREAS, Paul H. Causey was appointed to serve as President of the Board of Directors of the Central Contra Costa Sanitary District (Central San) for 2017; and WHEREAS, under the able leadership of President Causey, Central San accomplished significant goals and objectives, promoting the vision, mission and values of the District as a high-performance organization that provides exceptional customer service and regulatory compliance at responsible rates; and WHEREAS, under his leadership, the Board of Directors adopted new policies on Cost Sharing of Candidate Statements, Debt Management, Frequency of Cost of Service Studies, Hiring of Temporary Employees, and Reimbursement for Toastmaster Membership; and WHEREAS, President Causey also served as Chair of the Board's Real Estate, Environmental and Planning Committee and as a Member of the Board's Engineering and Operations Committee, ensuring appropriate levels of internal controls, and regulatory compliance; and WHEREAS, during his tenure, Central San successfully completed a five-year renewal of the National Pollutant Discharge Elimination System (NPDES) permit and the Treatment Plant met all the NPDES requirements to receive the Platinum 19 -Peak Performance Award from the National Association of Clean Water Agencies; and WHEREAS, under his leadership, Central San implemented a full-scale priority legislative advocacy program to support the initiatives and programs that support the District and its customers; and WHEREAS, during his presidency, Central San was recognized as one of the world's most successful wastewater utilities and was inducted into the Leading Utilities of the World; and WHEREAS, during his tenure, Central San celebrated the 20th anniversary of the Household Hazardous Waste Collection Facility which has collected more than 36 million pounds of household hazardous waste since 1997; and WHEREAS, while Paul H. Causey served as Board President, Central San received, for the third time, the Transparency Certificate of Excellence from the California Special District Leadership Foundation in recognition of its outstanding efforts to promote transparency and good governance; and WHEREAS, during his presidency, the Board focused on good governance by conducting a Board self-evaluation workshop, and clarified Standing Committee protocols and guidelines; and WHEREAS, during his tenure, Central San contributed an additional $2.5 million towards reduction of its unfunded actuarially accrued Other Post -Employment Benefit (OPEB) liabilities beyond its required contribution, and established a Pension January 4, 2018 Regular Board Meeting Agenda Packet - Page 7 of 235 Page 3 of 3 Central Contra Costa Sanitary District Resolution No. 2018-001 Page 2 of 2 Prefunding Trust funded with $3.4 million towards its unfunded actuarially accrued pension liabilities; and WHEREAS, during his presidency, Central San directed $8.8 million in favorable budget variances from Fiscal Year 2016-17 toward future year capital expenditures funding ($6.8 million) and the Pension Prefunding Trust ($2 million); and WHEREAS, while serving as President, the Fiscal Reserve policy originally adopted in 2015 was revised to clarify existing practices, add reference to the Pension Prefunding Trust, and include the ability to separately maintain and track investments; and WHEREAS, under his able leadership, Central San improved its financial oversight through the establishment of an internal audit function; and WHEREAS, under his purview, for the 16th consecutive year, Central San was awarded the Certificate of Achievement for Excellence in Financial Reporting for the Comprehensive Annual Financial Report by the Government Finance Officers Association of the United States and Canada; and NOW, THEREFORE, BE IT RESOLVED that Paul H. Causey is hereby commended for his distinguished service and leadership at Central San during his year as Board President, resulting in the continued success of this high-performance, innovative, and fiscally responsible organization that protects public health and the environment every day.
