SUBJECT: CONDUCT FISCAL YEAR 2018-20 STRATEGIC PLANNING WORKSHOP
AND ADOPT UPDATED VISION, MISSION, VALUES AND GOALS TO FORM
THE BASIS OF THE DISTRICT'S STRATEGIC PLAN FOR FISCAL YEARS
2018-19 AND 2019-20

CONSULTANTS TO MANAGEMENT, INC.AND DISTRICT STRATEGIC
PLANNING CONSULTANT
We are currently in the second year of our two-year Strategic Plan which ends J une 30, 2018. As part of
the process of preparing the Strategic Plan for Fiscal Years 2018-19 and 2019-20, we will review the
District's current, Vision, Mission, Values and Goals (VMV&G) (see Attachment 1) and would like the
Board's feedback during the December 11, 2017 Workshop. It is important to revisit the VMV&Gs to
assess their relevance and alignment with the future focus of the District. We will continue to use the
Effective Utility Management framework as the foundation for this next Strategic Plan, along with
addressing the challenges that our industry will face in the next two years.
We believe the existing VMV&Gs will continue to serve as an effective framework for our updated
Strategic Plan. We have proposed only two minor additions (see Attachment 2)to the language in the
Goals. In Goal 1, we highlight the importance of maintaining an exceptional reputation in the Community;
and in Goal 5, we highlight the importance of a safe working environment. With these additions, these
Goals can serve effectively as the framework for our evolving Risk Management Program, where we are
inventorying and assessing all risks that can impede the achievement of our Goals. Once finalized, staff
will begin preparing appropriate strategies, initiatives and associated key performance indicators to
support the updated MVV&Gs.
We look forward to working with you at the Workshop, for which our consultant Mr. Larry Bienati will serve
as facilitator.
