BAILEY GENERAL MANAGER SUBJECT: DISCUSS POTENTIAL NAMING OF THE TREATMENT PLANT The Board of Directors adopted Board Policy No. BP 025 - Naming of District Facilities in 2016 setting forth policy and criteria for the naming or dedication of District facilities. To that end, the Board may periodically wish to consider naming one of its facilities in honor of exemplary public service rendered by an individual. This is both an honor for Central San, to be associated with individuals of such well-earned stature, and for the recipient, whose civic and community -focused work should be remembered for decades to come. As Central San reflects on 71 years of service to central Contra Costa County, the Board is provided a wonderful opportunity to honor a remarkable individual who has helped guide the District's successful path. Senator John A. Nejedly, father of Central San's longstanding Board Member James A. Nejedly, former Contra Costa County Board Supervisor Mary Nejedly Piepho, and the late John T. Nejedly, long - serving Contra Costa Community College District Board Member, meets all the criteria and eligibility requirements under BP 025. The attached proposed resolution unveils compelling reasons for considering Senator Nejedly as a candidate to have Central San's treatment plant bear his name — Senator John A. Proposed resolution December 12, 2017 Regular ADMIN Committee Meeting Agenda Packet - Page 44 of 72 RESOLUTION NO. 2017-OXX A RESOLUTION OF THE CENTRAL CONTRA COSTA SANITARY DISTRICT NAMING THE TREATMENT PLANT FOR SENATOR JOHN A. NEJEDLY WHEREAS, Senator John A. Nejedly had an extensive record of service to the nation, the State of California, and the local community; and WHEREAS, Senator Nejedly served his country with the United States Air Force from 1942 to 1946 in World War II; and WHEREAS, Senator Nejedly served the local community as the Deputy District Attorney for Contra Costa County from 1946-1958 and as City Attorney for the City of Walnut Creek from 1948-1958; and WHEREAS, during his tenure as Deputy District Attorney for Contra Costa County and City Attorney for the City of Walnut Creek, Senator Nejedly protected the local community through the co-development of the City of Walnut Creek's Little Master Plan in 1956, creating culverts for flood control for portions of Walnut, Las Trampas, and San Ramon Creeks; and WHEREAS, during his tenure as Deputy District Attorney for Contra Costa County and City Attorney for the City of Walnut Creek, Senator Nejedly was instrumental in protecting water quality and the public health through ushering in the annexation of the City of Walnut Creek into the East Bay Municipal Utilities District service area, helping to stabilize drinking water supply for residents, as well as annexing the City of Walnut Creek into Central San's service area, allowing for upgraded sewer services for the City's residents and prompting the closure of an antiquated sewer farm that was being used by the City; and WHEREAS, Senator Nejedly was unanimously appointed by the Central San Board of Directors on January 2, 1950 to serve as "Counsel for the Board" and "take care of all matters of the District, including local improvement proceedings"; and WHEREAS, Senator Nejedly was instrumental in formation of the California Sanitary District Association in 1955, helping provide a collective voice to advocate on behalf of wastewater agencies and helping to shape sensible policy throughout California to the State Legislature and State Executive Office in order to meet the challenges presented by increased regulations, environmental protection, population growth, and rising costs; and WHEREAS, Senator Nejedly served as the first Board President of the now named California Association of Sanitation Agencies (CASA) from 1956-1957, helping build the organization from his vision to the important role it serves today for sanitary and sanitation agencies throughout the State of California; and Central Contra Costa Sanitary District Resolution No. 2017-OXX Page 2 of 3 WHEREAS, Senator Nejedly presided as President over the inaugural CASA conference held on May 10-11, 1957 at the California Hotel in Fresno, helping position Central San as one of the top influential wastewater agencies in the State; and WHEREAS, Senator Nejedly served as Central San's "District Attorney" for nine years providing legal guidance for important District policy initiatives, and was sent an appreciation letter by then Board President Raymond Fisher on January 7, 1959 expressing appreciation "for the intelligent and satisfactory manner" of his long service to the District and further recognized his "unique ability in the conduct of the 24 Local Improvement District proceedings" that were "successfuully proceduralized in that time;" and WHEREAS, Senator Nejedly further served the local community as the District Attorney for Contra Costa County from 1958-1968, and successfully expanded the East Bay Regional Park District so that all of Contra Costa County could benefit from open space; and WHEREAS, Senator Nejedly served the residents of the State of California by serving three consecutive terms as State Senator for Senate District 7 from 1969-1980, including serving as Chairman of the Senate Committee on Natural Resources and Wildlife; and WHEREAS, during his tenure serving in the State Legislature, Senator Nejedly was a leading environmental steward, implementing important environmental policy that focused on the preservation of watersheds and ensured water quality though the sponsorship of several bills, including the Forest Protection Act of 1973, the Suisun Marsh Preservation Act of 1974, Surface Mining and Reclamation Act of 1975, and the Hazardous Substances Information and Training Act of 1980. WHEREAS, Senator Nejedly's policy work always focused on doing the right thing for residents of the San Francisco East Bay Area, regardless of political ramifications, which have allowed future generations to benefit extensively from his forward-thinking policies that supported the local community and the environment; and WHEREAS, even during his retirement, Senator Nejedly was an active member of the community, instrumental in supporting the Los Vaqueros dam project, ensuring a safe and reliable water supply for local residents; and WHEREAS, Senator Nejedly's longstanding passion for his community and the environment, as well has his civic-mindedness and forward-thinking ways can best be expressed in the message engraved on his tombstone, "Bring me men to match my mountains;" and Central Contra Costa Sanitary District Resolution No. 2017-OXX Page 3 of 3 NOW, THEREFORE, BE IT RESOLVED that in honor of Senator Nejedly's significant legacy of support for Central San through his work as District Counsel and as champion of industry-related initiatives, and through his extensive civic service spanning four decades, broad environmental stewardship that provided positive impacts to protect public health and ensured reliable water supply and protects watersheds for future generations, the Central Contra Costa Sanitary District Treatment Plant at 5019 Imhoff Place, Martinez is to be known henceforth as the "Senator John A. Nejedly Treatment Plant."
