In that light, Central San is providing an overview of the Grayson Creek Trunk Sewer Project that is nearing completion, and further sharing some concerns related to the project. The hope is that both agencies can work through these issues, and lay a foundation that will improve the working relationship between the City and Central San in the future. Project Overview As you are aware, Central San has been working to complete construction of a large-scale sewer improvement project within the City. The purpose of the Pleasant Hill-Grayson Creek Trunk Sewer Project is to install a new sewer system to replace aging infrastructure along Grayson Creek. The trunk sewer line is one in a series of projects that will serve both to maintain and increase our high-level of sewer service for our customers and Pleasant Hill residents for decades to come. In preparation for our construction, Central San spent several years coordinating and designing the project with many utilities, agencies, and the City. Central San worked with the City on multiple occasions and together successfully obtained permit conditions for the project. These permit requirements were issued in Central San's bid package and documented in the construction contract for the project. In anticipation of a complex project, staff spent significant time during the design phase to focus on reducing public impacts. To help minimize the disruptions, Central San elected to construct the majority of the pipeline by trenchless methods, including pilot boring and jacking. Pro'ect Concerns Construction of this project started in April 2016, and was initially scheduled to be completed by May 2017. Like many projects, there have been, and continue to be several unexpected challenges which have caused the project to be delayed. One of these challenges includes the significant difficulty coordinating ever-changing permit conditions added by the City. To date. Ms. June Catalano City Manager City of Pleasant Hill November 17, 2017 Page 2 the City has required 26 permits for this project. While we appreciate that the City has the right to revise or, in this case, completely change the permit conditions issued under a project, these frequent changes resulted in significant project delays. Those delays caused two key issues. First, they increased the impact on the local community with additional days of road closures and traffic. Second, they added unnecessary costs to the project, which will be unfortunately borne by our customers and, in part, your residents. Due to these challenges, the project has been delayed by approximately six months. On November 16, 2017, the Central San Board of Directors authorized an additional budget of $1.4 million above the original $13.7 million budget to pay for and complete this project. After review, Central San believes approximately half of the additional $1.4 million budget is attributable to the City's added fees, extensive billed plan reviews/meetings, and contractor costs associated with the City's ever-changing permit conditions and high number of permits levied. While Central San recognizes this has been a complex project and difficult coordination process, we hope that this information and a debriefing session will serve to mitigate these occurrences for future projects.
