BAILEY, GENERAL MANAGER SUBJECT: DISCUSS POTENTIAL INCENTIVES TO ENCOURAGE MORE EMPLOYEES TO PARTICIPATE IN TOASTMASTERS At its August 17, 2017 meeting, the Board approved removing the 24 -month limitation on dues reimbursement for District employees belonging to Talksics Toastmasters Club (Club). District employees are now allowed continuous reimbursement for the duration of the time they are involved with the Club. I n recommending approval of this action, the Administration Committee also requested that staff identify other incentives the District might offer employees to encourage more participation in the Club. In response, the Club has contacted current District employees who have either been members in the past or have expressed interest in the Club to solicit ideas. The nearby Toastbusters Club, sponsored by County Public Works was also contacted. County Public Works reimburses its employees for Toastmasters dues paid, similar to the District, but they were unaware of any other incentives. Ideas were also requested from Toastmasters members around the world via a Toastmasters Facebook page. Beyond dues reimbursement, no real practical suggestions for incentives were forthcoming. We believe it is unlikely the District would want to provide direct monetary compensation for advancing in the Club as there are other education and training programs pursued by employees outside of work for which direct monetary compensation is not provided (except for those that eventually lead to achieving certain professional certifications or registrations, such as Certified Public Accountant or Professional Engineer). Nonetheless, the District could further promote participation in the Club by: Requesting that the General Manager, Deputy General Manager, Managers and Supervisors recommend and encourage their subordinates to considerjoining the Club for improvement of leadership and public speaking skills for professional development and achievement of District strategic goals. 2. Requesting that the General Manager suggest to the consultants running the Management Academy, Supervisory Academy and Mentoring Program that they recommend and encourage the participants of these programs to considerjoining the Club for improvement of leadership and public speaking skills. 3. Covering the cost of refreshments for an annual Open House meeting that prospective members November 21, 2017 Regular ADMIN Committee Meeting Agenda Packet - Page 39 of 59 Page 2 of 2 could attend to learn about the Club. The Club appreciates the District's ongoing support and interest in continuously strengthening its ability to serve District employees and the community.
