ISSUE
Board of Directors' approval is needed when the addition and deletion of vacant positions results in an
increase in the District's budgeted labor costs. Calculated at the maximum step of the salary range and
including the full benefit cost, this action will result in an increase in labor costs, thus falling outside the
purview of the General Manager's delegated authority related to personnel actions.
BACKGROUND
Central San's Capital Projects Division has reevaluated its staffing needs and is recommending to replace
a vacant Assistant Engineer position with a higher level engineering position.
Capital Projects is responsible for the administration, design, and construction of the Ten -Year Capital
Improvement Program (CI P) and yearly capital budgets. With the completion of the Comprehensive

Wastewater Master Plan, a larger CI P has been proposed. This new CI P has forecasted a cost that has
doubled the Capital Improvement Budget (CI B) in the next several years and is predicted to stay at this
higher expenditure rate for the foreseeable future. There are several new, large, complex projects within
the Treatment Plant Program and special projects that require the involvement and management from a
high-level engineer. A Senior Engineer in charge of special projects will help direct and implement the CI P
and would be responsible for projects like the Public -Private Partnership (P3) Bioenergy, Aeration and
Energy Upgrades ($59 million), Diablo Country Club Satellite Water Recycling Facility, and other critical
future projects identified in the C I P.
n addition, the Senior Engineer would supervise at least two Associate Engineers, some of the Assistant
and Staff Engineers, as well as the three Engineering Technician I I I positions that perform the computer-
aided drafting (CAD), record drawings, and other duties for Capital Projects.
ALTERNATIVES/CONSIDERATIONS
Do not replace a vacant Assistant Engineer position with a Senior Engineer position. If this action is not
approved, the Capital Projects Division will not be effectively staffed to deliver the larger CI P and specials
projects. Senior Engineers typically charge approximately 50 -percent or more of their salaries and
benefits to the CIB.
FINANCIAL IMPACTS
Due to several Capital Projects personnel changes in Fiscal Year (FY) 2017-18 to date, this action will not
result in an increase to this year's Capital Projects Operating Budget. Capital Projects has been
underfilling engineering positions and is currently under budget by over $60,000 this FY. However, in time,
this action will result in an additional annual cost of approximately $35,647-$39,353 due to the maximum
step of the salary range, benefits, and date of hire.
COMMITTEE RECOMMENDATION
At its October 24, 2017 meeting, the Administration Committee recommended approval of the Senior
Engineer position.
RECOMMENDED BOARD ACTION
Replace the vacant Assistant Engineer position (S-73, $8,620-$10,428) in the Capital Projects Division
with a Senior Engineer position (S-83, $10,941-$13,229).
