TO INCREASE THE COST CEILING FROM $95,000 TO $170,500 FOR SPECIAL INSPECTION SERVICES UNDER THE PUMPAND BLOWER BUILDING SEISMIC UPGRADES, DISTRICT PROJECT 7291 INITIATING DEPARTMENT: CRAIG MIZUTANI, SENIOR ENGINEER ENGINEERING AND TECHNICAL SERVICES - CAPITAL PROJECTS REVIEWED BY: EDGAR J. BAILEY GENERAL MANAGER ISSUE Board authorization is required for the General Manager to execute a professional engineering services agreement in an amount greater than $100,000, or when the cumulative amount is greater than $100,000. BACKGROUND The Pump and Blower Building Seismic Upgrades, District Project 7291 (Project), strengthens the Pump and Blower Building to meet current seismic design standards. The project includes demolition of existing walls, installation of reinforced concrete shear walls, installation of buckling restrained braces with associated foundations, and structural steel work. As part of this project, staff entered into a professional engineering services agreement with Kleinfelder, Inc. (Kleinfelder) to provide specialty inspection and construction services. Kleinfelder's scope of work includes reviewing shop drawings, shotcrete sample testing, performing shop inspections, special welding inspection, continual weld inspection of field welds, and other related activities. The Project is expected to be completed by the end of this year and additional continuous welding inspection will be required. Specialty inspection and continuous welding inspection, by a certified welding November 7, 2017 EOPS Regular Committee Meeting Agenda Packet - Page 3 of 28 [REVISED] Page 2 of 2 inspector, is required by the California Building Code. The extent of the welding inspection was not originally anticipated when the original agreement was created since it was uncertain how the construction sequencing and scheduling would be achieved. Bidding and contractor selection for this project was unique since it was done under a Request for Proposal (RFP) and Guaranteed Maximum Price contract process developed by Central San. Staff recommended, and was allowed to proceed under, a RFP process based on receiving no bids under the standard public bid process. Due to Kleinfelder's extensive knowledge of the work and proven performance on the Project, staff recommends the contract be further amended to complete the Project. ALT ERNAT IVES/CONSIDERAT IONS Staff can solicit for additional proposals from other qualified firms; however, this is not recommended since the Project is nearing completion and Kleinfelder is familiar with the design and services needed. Staff does not have the certified personnel or specialty equipment to perform the welding inspections in- house. The structural welding done under this project is specialized and requires ultrasonic testing. FINANCIAL IMPACTS This action will increase the Kleinfelder agreement cost ceiling from $95,000 to $170,500. The increased welding inspection and related services is estimated to cost $75,500. The total estimated project budget authorized by the Board was $6,782,000. Staff is not requesting any additional project budget, at this time, due to the increased welding inspection. COMMITTEE RECOMMENDATION The Engineering and Operations Committee reviewed this subject at its meeting on November 7, 2017, and recommended approval of the agreement amendment. RECOMMENDED BOARD ACTION Authorize the General Manager to execute an agreement amendment with Kleinfelder, I nc. in an amount not to exceed $75,500 for special inspection services. The new cost ceiling for the Kleinfelder, I nc. agreement, including the original amount, will be $170,500.
