STAFF REPORTAND PREVIEW OF 2018 SESSION
2017 Legislative Year in Review
September 15, 2017, marked the end of year one of the two-year 2017-2018 California State Legislative
Session. The second year of the Legislative session will begin on January 3, 2018, when the Legislature
reconvenes.
The 2017 State Legislative Session saw a 25% increase in the number of introduced bills compared to
the previous year. While most bills are introduced the first year of a two-year legislative session, the
number still exceeds previous sessions. A total of the last five years of bill introductions are:
• Total 2017 bill introductions: 2,495
• Total 2016 bill introductions: 1,993
• Total 2015 bill introductions: 2,297
• Total 2014 bill introductions: 1,930
• Total 2013 bill introductions: 2,256
Assemblymember Catharine Baker, a State legislator representing a portion of Central San's service area,
indicated that she voted on over 1,800 pieces of legislation in 2017, with over 800 of those votes cast in
the last two weeks of the session. While the passage of Proposition 54 in 2016 required bill information to
be posted for at least 72 hours prior to a bill being passed, the Legislature continues to conduct a
significant amount of work within the last days and hours of the legislative session. This year, the 72 -hour
rule, required the Legislature to stay up to approximately 4:00 a.m. to cast final votes.
The Governor vetoed a total of 76 bills, ranging in topics from mental health treatment to California
Admission Day in State parks. This is the lowest number of bills the Governor has vetoed since his return
to office in 2011.

Central San's 2017 Priority Legislation
Central San's Board of Director's took positions on 10 priority pieces of state legislation, in line with other
agency amounts. Of those:
• Four Board supported bills were Chaptered (when a legislative bill becomes law)
• Two Board supported bills may move forward to the 2018 Legislative Session
Of the three Board opposed bills, one was Chaptered, one was vetoed by the Governor, and one may
carry over to the 2018 Legislative Session (Board changed to Neutral position on one piece of
Legislation).
For the 2017 Legislative Session, Central San had a 70% success rate on the District's priority legislation.
Of note, the Governor vetoed AB 1479 (Bonta) that would require public agencies to provide a designated
person to act as the custodian of records to handle Public Record Act requests. Central San Board of
Directors took a position to oppose AB 1479 as, at the time, it levied possible fines of between $1,000-
$5,000 on agencies that were deemed not in compliance. The Governor felt that this bill would not add
"measurable impact on the speed or accuracy in responding to Public Record Act requests" (Attachment
1).
Looking Forward to 2018 - The State Legislature
Local legislators Assemblymember Tim Grayson and Assemblymember Catharine Baker have indicated
the following topics will be focus areas for the 2018 Session:
• California Environmental Quality Act (CEQA) reform (to add strength and balance between
development and environmental protection)
• Affordable housing (as 70% of Bay Area renters state that the barrier to homeownership is saving
the amount of the down payment required)
• Education reform that focuses on career technical education paths
Looking Forward to 2018 - Planned Staff Improvements to Program
After review of staff's 2017 process to deliver important Legislative information to the Board, staff is
providing four possible efficiency saving measures to implement in the 2018 Legislative Session. These
include:
Providing monthly legislative updates to the Board of Directors during the early stages of the
Legislative Session, and increasing to every Board meeting near the end of the Legislative Session
as warranted.
2. Streamlining the Legislative Priority Tracking Sheet to make it easier to follow, use and refer to
during Board meetings.
3. Participating in more State Capitol visits, furthering important relationships and communicating
Central San's position on key legislation with Capitol staff. This will also allow for Capitol staff to
more readily use Central San as an expert agency for industry -related questions.
4. Participating more in the California Special Districts Association (CSDA) Legislative Committee.

To the Members of the California State Assembly:
I am returning Assembly Bill 1479 without my signature.
This bill requires public agencies designate a person or office to act as the agency's custodian of
records to respond to any California Public Records Act request.
I am not convinced this bill would have any measurable impact on the speed or accuracy in
responding to Public Record Act requests. While I am open to future discussions about strengthening
public record disclosures for all branches of California government, this bill has the potential to further
confuse an already complex process.
