BAILEY GENERAL MANAGER SUBJECT: RECEIVE THE EXCELLENCE IN INFORMATION TECHNOLOGY(IT) PRACTICES AWARD FROM MUNICIPAL INFORMATION SYSTEMS ASSOCIATION OF CALIFORNIA (MISAC) Staff is pleased to report that Central San has received its first MISAC Excellence in IT Practices Award. Only 21 of these were awarded this year with most going to California cities. Central San is one of only five special districts to receive the award in 2017. MI SAC is comprised of public agency information technology professionals working throughout California. It promotes the understanding and strategic use of information technology within local government agencies through sharing of best practices. This organization is highly active with online mailing lists to discuss relevant topics, professional development opportunities presented throughout the year, site visits to tech industry locations in the private sector, and sharing of collective wisdom of IT Managers throughout cities and special districts across California. The single largest event each year is the annual MI SAC conference at which time the MI SAC Awards are presented. The Excellence in IT Practices Award is intended to foster and recognize outstanding governance and operational practices. The program has two levels, Achievement, and the higher level of Excellence. The submission and evaluation process requires the submission of a detailed questionnaire that examines practices across the following subject areas: • Budget and Strategic Planning • Purchasing • Operations and Staffing • Customer Satisfaction • I nternet • Project Management • Professional Development and Training • Disaster Preparation and Recovery • Security • Base Level Services November 2, 2017 Regular Board Meeting Agenda Packet - Page 5 of 303 Page 2 of 2 Each subject area requires detailed descriptions of how agencies meet the requirements. Applicants must develop and provide extensive documentation to back up responses to the questions. The 2017 Central San application packet was almost 200 pages. Under the direction of the Board of Directors, and with the support of management, the IT Team has made vast improvements in every category listed above. Once applications are submitted to MI SAC, they are evaluated and rigorously scored by volunteer I T Managers from peer agencies. Not every agency that applies for this award receives it. Many individual questions are mandatory, and missing even one of them will disqualify an agency. In addition to scoring the application, the agencies are given feedback on areas for future growth. I n order to qualify for this award in subsequent years, agencies need to demonstrate that they have addressed these areas. This helps to keep the award meaningful as it motivates agencies to have continuous improvement year over year. This award represents over two years of ongoing effort and accomplishment. Central San has truly demonstrated excellence due to the vision of the Board Members, who have recognized how critical technology is to the success of this organization, and who have backed that up by supporting staff and providing funding and resources to accomplish these improvements. None of this could have been accomplished without our competent and dedicated IT team which is comprised of Tim Hiteshew, Dennis Chebotarev, Roy Li, Imran Chaudhary, Jose Vega, Matt Hart, George Solivar, Damon Dun, Joseph Smith, and John Huie. Others who assisted with this effort include Ted Barry, who retired this year, and Velisa Parks who helped to assemble the final packet and to ensure that it met the submission standards and accuracy requirements. Mr. Jeff Lewis, representing MI SAC, will present the award to the Board at the meeting.
