Good Morning Mark,
Thank you for your follow-up message. I have two quick questions
1 checked our pemitting system this morning. Based on what I saw, I don't think that you have
submitted a formal application for an Accessory Dwelling Unit on your parcel. Is that correct?
• Do you have a set of plans for your project?
If you have not submitted an application for your project, I'm going to suggest that your letter be submitted to our
Board of Directors as additional public comment during the continuation of the public hearing for Mr.Wayne Pope's
appeal. I have attached a PDF of the position paper for that appeal. As you can see,there is a section under the
Alternatives section that deals with applications for ADUs received prior to January 1, 2018.

To follow up on my previously submitted request. I understand that last week Governor Jerry Brown signed SB 229,
legislation to clarify that limits on sewer and water connection fees and charges apply to special districts and water
corporations, as well as cities and counties.
I appeal to the Board to wave "hook-up" /usage fees for his forthcoming ADU.This added cost is the only thing holding
me back.
Thomas Brightbill stated to me he anticipated the state Governor will sign the clean-up bill 229 and he has.

We in the district are all confronted with a very tight labor force, we are also coming up against the rainy season. In the
interest of the economy as a whole and for the sake of progress I ask the board to grant a waiver to my ADU project:

Please allow me to forgo the wait, save the expense and begin my project without the hook-up usage expense which is
the spirit of the SB 1069 and SB 229.

Good afternoon Mark,
Sorry for the late response on this. My understanding is that SB 229 has passed both the Senate and the Assembly at
this point and should soon be presented to Governor Brown. It does indeed appear likely that it will be enacted into
law.
I have a property owner who is making a formal appeal to our Board of Directors at their meeting on Thursday
afternoon. Following the appeal and board meeting I should have an idea from our Board of Directors if they are open
making changes to fees now rather than waiting until January 1, 2018.
1 have attached a copy of the staff report I prepared on for the appeal. I mentioned in the staff report that Central San
has had a number of inquiries about Capacity Fees for second units; I also mentioned that I had received your e-mail.
If you would like to add your comments to the discussion on Thursday,you can do that either by appearing at the
meeting at 1:30 or by submitting your comments to the board by e-mail to the Secretary of the District, Elaine Boehme

I will let you know what happens at the board meeting.

Dear Thomas Brightbill,
It is my understanding that SB229 is steaming toward law. We should know this month if this"clean-up"to ADU sb 1069
will be effective as of January 1,
I would like to including plumbing for a kitchen and shower into my Shop plans as I plan to later convert the structure to
an ADU.
Given that there are less than 3 months of this year would CCCSD allow me to plumb in fixture for a shop build without
the normal sewer hook up?
If not than I think I would be forced to wait until January and of course the raining season before I can get going on this.
