BAILEY- GENERAL MANAGER SUBJECT: ANNOUNCEMENTS - SEPTEMBER 21, 2017 COMMUNITY OUTREACH 1) District Public Service Announcement (The OverflowHero) Selected for Viewing Upcoming WEFTEC Conference in Chicago The Overflow Hero, a District public service announcement video promoting the use and effectiveness of overflow protection devices (OPDs), has been selected to be exhibited at this year's Water Environment Federation Technical Exhibition and Conference (WEFTEC) in Chicago, as an Interactive Knowledge Exchange (I KE Abstract) video. It will be presented on Tuesday, October 3, 2017 during the "I nteractive Knowledge Exchange: Public Outreach" session from 1:30-3:30 p.m. OUT-OF-STATE TRAVEL 2) Employee to Participate in WEFTEC Conference in Chicago in October Media Production Technician Joseph Zumbo will travel to Chicago, I L to participate in WEFTEC from September 30 through October 4, 2017. He will attend various meetings and exhibits, including as an I KE Abstract speaker to present his accepted film, The Overflow Hero: An OPD Superhero Movie Trailer. The cost of this conference is available in the Fiscal Year 2017-18 Technical Training, Conferences and Meetings Budget. 3) Employee to Travel to Illinois to Attend Advanced Vactor Mechanic's Training School in October Collection System Operations Vehicle and Equipment Mechanic James Ramirez will travel to Streator, Illinois, to attend the Advanced Vactor Mechanic's Training School from October 16 to 20, 2017. The cost of this training was included in the Fiscal Year 2017-18 Collection System Operations Training and Travel Budget. 4) General Manager Roger S. Bailey to Attend American Water Summit in Austin, TX in November The American Water Summit will be held at the JW Marriott Hotel from November 28- 30, 2017. Mr. Bailey is attending to participate as a panelist at the Water Leaders Meeting that will take place during the summit. This conference will provide the opportunity for Mr. Bailey to discuss and share his thoughts on decision making at the highest level of the water sector. Discussions include infrastructure initiatives, and public September 21, 2017 Regular Board Meeting Agenda Packet - Page 73 of 91 Page 2 of 2 and private sector assessment of the opportunities for partnerships and technology innovation through several session strands: Emerging Opportunities, Leading Utilities of the World, and the Chief Technology Officer forum to discuss opportunities for technology innovation and the potential of digital water solutions. The Global Water Leaders Group will pay for the conference registration and two nights' hotel costs, and will reimburse the cost of the airfare. STAFF DEVELOPMENT 5) Manaaement Leadership Academy Completes 2017 Proaram Program consultant, Dr. Larry Bienati and 20 District employees celebrated the completion of the seven- month Management Leadership Academy program on September 6, 2017 at the Pleasant Hill Community Center. A screening committee selected employees who have demonstrated a commitment to professional growth and development. The academy was facilitated by Dr. Bienati, renowned professional passionate about developing leaders in the water and wastewater industry. The participants learned about themselves through 360 -degree interviews with co-workers and developed action plans based on those findings. From modeling successful management, inspiring a vision, building a team, communicating and influencing, to getting the job done and perfecting management, the participants were impacted by the variety of presentations and facilitators that included a former Navy Seal (the guys really like those stories.) Congratulations to these participants as they take what they have learned and become leaders and mentors for the future of the District. FINANCIAL REPORTING 6) State Controller's Office Announces Improvements to Mandatory Annual Financial Transactions Report Every year, Central San submits to the State Controller's Office a Financial Transactions Report (FTR) as required of all cities and special districts in California. This report, which is based on Central San's audited financial information, compiles data from Central San's fiscal year-end financial statements, debt disclosures, appropriations limit, and other supplemental information. The State Controller's Office recently announced that the FTR form has been revised as part of a year- long process in collaboration with the California Special Districts Association (CSDA) and a working group of local governments to improve the value, accuracy and standardization of the information that is made available to the public. Staff has reviewed the changes, most of which appear to incorporate new language and break out new financial statement items, such as "Net Position, Deferred Inflows and Outflows, and Net Pension Liability," which are derived from the implementation of recent Government Accounting Standards Board (GASB) pronouncements. The new FTR form will be utilized in Central San's report covering Fiscal Year 2016-17, which is due January 31, 2018. September 21, 2017 Regular Board Meeting Agenda Packet - Page 74 of 91
