AWARDS REVIEWED BY REAL ESTATE, ENVIRONMENTAL & PLANNING COMMITTEE. Pollution Prevention Week occurs every year starting on the third Monday in September. This event is recognized nationally and is used to encourage pollution prevention awareness. Central San has actively supported Pollution Prevention Week since it started in California in 1993 including adoption of a Resolution proclaiming Pollution Prevention Week in Central San's service area. Gala Event Recognitions September 21, 2017 Regular Board Meeting Agenda Packet - Page 34 of 91 Page 3of8 RESOLUTION NO. 2017 - CENTRAL CONTRA COSTA SANITARY DISTRICT RESOLUTION DECLARING POLLUTION PREVENTION WEEK WHEREAS, it is the mission of the Central Contra Costa Sanitary District to protect public health and the environment; and WHEREAS, the presence of hazardous substances in homes and businesses in the Central Contra Costa Sanitary District service area, which could be improperly discharged to sanitary sewers or storm drains, creates a potential threat to public health and the environment; and WHEREAS, the United States Environmental Protection Agency, State Water Resources Control Board and the San Francisco Bay Regional Water Quality Control Board support reducing hazardous discharges at the source through more efficient use, conservation, product substitution, recycling, reuse and waste reduction, which is termed pollution prevention; and WHEREAS, pollution prevention techniques will reduce the amount of hazardous substances being discharged to sanitary sewers and storm drains; and WHEREAS, the Central Contra Costa Sanitary District accepts and properly disposes of household and commercially -generated hazardous waste from the cities of Clayton, Concord, Danville, Lafayette, Martinez, Moraga, Orinda, Pleasant Hill, San Ramon and Walnut Creek and the unincorporated communities in central Contra Costa County, and adopting pollution prevention measures will reduce the amount, cost of handling and proper disposal of this waste; and WHEREAS, since our Household Hazardous Waste Collection Facility opened in 1997, over 502,000 customers have been served and more than 36 million pounds of household hazardous waste have been recycled or properly disposed of; and WHEREAS, the Central Contra Costa Sanitary District is partnering with the Contra Costa County Office of the Sheriff, the communities of Alamo, Clayton, Concord, Danville, Lafayette, Martinez, Moraga, Orinda, Pleasant Hill, San Ramon and Walnut Creek, Allied Waste Services of Contra Costa County, Central Contra Costa Solid Waste Authority and Mt. Diablo Resource Recovery to provide collection and proper disposal of more than 103,000 pounds of unwanted residential pharmaceutical waste in central Contra Costa County since February 2009; and WHEREAS, the Central Contra Costa Sanitary District, a certified green business, is partnering with other agencies and businesses in the county to certify and recognize green businesses through the Contra Costa Green Business Program; and September 21, 2017 Regular Board Meeting Agenda Packet - Page 35 of 91 Page 4 of 8 Central Contra Costa Sanitary District Resolution No. 2017 - Page 2 of 3 WHEREAS, the Central Contra Costa Sanitary District is partnering with the Contra Costa Clean Water Program to inspect businesses to reduce stormwater pollution; and WHEREAS, the Central Contra Costa Sanitary District is partnering with the Mt. View Sanitary District to provide environmental compliance inspection services to reduce pollution at its source in their service area; and WHEREAS, the Central Contra Costa Sanitary District conducts and supports programs to educate customers about pollution prevention and how critical proper use, storage and disposal of hazardous substances in the household and workplace are to protecting the environment; and WHEREAS, the Central Contra Costa Sanitary District offers educational programs in the areas of water quality, pollution prevention, wastewater treatment, water supply, and the aquatic life of the Sacramento -San Joaquin Delta for more than 4,000 elementary, middle and high school students in its service area; and WHEREAS, the Central Contra Costa Sanitary District is a Visionary Partner of Sustainable Contra Costa and will conduct its Annual Pollution Prevention Week Recognition Program, which includes Recycled Water Champions, Water Quality Community Partners, and Pollution Prevention Awards to honor District customers that conserve and protect water quality and the environment, at Sustainable Contra Costa's Stn Annual Leadership In Sustainability & Green Building Awards Gala on the evening of Wednesday, September 20, 2017, at the Concord Hilton; and WHEREAS, Monday, September 18 through Sunday, September 24, 2017, is recognized nationally as Pollution Prevention Week. NOW, THEREFORE, BE IT RESOLVED that it is the policy of the Central Contra Costa Sanitary District to encourage and promote pollution prevention practices, technologies and education that will reduce the discharge of hazardous substances to sanitary sewers and storm drains; and BE IT FURTHER RESOLVED that the Board of Directors declares that September 18 through September 24, 2017, be recognized within the Central Contra Costa Sanitary District as Pollution Prevention Week. Prevent pollutants from entering the sanitary sewer and storm drain systems by educating members, making their own environmentally friendly detergent out of recycled citrus peels and placing strainers over sink drains. Conduct a vigorous recycling program and conserve electricity. Dr. Michael S. Tobian, DDS 301 Lennon Lane, #102, Walnut Creek Staff well trained in Best Management Practices (BMPs) and Pollution Prevention. Site uses dry vacuum system which drastically reduces water consumption. Amalgam separator in use and on routine maintenance cycle. X-rays are digital. Amalgam rarely placed and any amalgam waste is off hauled. Mrs. Pastures Cookies for Horses 1001 Shary Circle, #12, Concord Facility minimizes water use in their processes and screens wastewater for solids before disposal. Ingredients purchased in bulk when possible to reduce packaging waste. Dough scraps are remixed or composted. Facility recycles a large majority of their waste and only has one household sized garbage can sent to the landfill each week. The Conco Companies 5050 Imhoff Place, Martinez Use recycled water to wash trucks. Wash water flows through an innovative pretreatment system that includes flow channels, a sand trap and a Sand -Oil Interceptor to remove pollutants before they enter the sanitary sewer. Two new sawdust collectors were installed to prevent sawdust from entering the storm drain system; sawdust is now recycled with other wood at the facility.
