ISSUE
A resolution of the Board of Directors is required to accept offers of dedication for sanitary sewer
easements (SSE)that convey real estate interest to Central San and to authorize recording of the
documents at Contra Costa County Recorder.

BACKGROUND
Located south of Blackhawk Road and west of Magee Ranch Road in the town of Danville, the
Developer, Blackhawk Meadows, a California limited liability company, planned for a five single-family
residential community known as Blackhawk Meadows, as part of Subdivision 9329. Two out of the five
homes have been completed, 29 and 33 Walnut Meadows Lane, and construction will begin in the
nearfuture for 18, 21 and 26 Walnut Meadows Lane.
With the 2500 Blackhawk Road Sewer Project (Job 6564), the Developer installed an eight-inch public
sanitary sewer main (sewer main)that is located within a private road and within an SSE. To provide the
necessary land rights to the newly constructed sewer main, the Developer made an offer of dedication
for SSEs on Subdivision Map 9329 which was filed on September 25, 2015 with the Contra Costa County
Recorder.
As the sewer main was constructed and accepted per Central San's standards, staff recommends the
Board accepts the offer of SSEs.
The Board historically accepts offers of dedication by resolution. Upon acceptance and recording of this
resolution, Central San will have the necessary land rights for the reconstruction, maintenance, and
operation of this sewer main constructed with said Job 6564.

FINANCIAL IMPACTS
Easements were acquired at no cost to Central San.
COMMITTEE RECOMMENDATION
This matter has not been reviewed by a Board Committee.
RECOMMENDED BOARD ACTION
Adopt a resolution: (1) accepting an offer of dedication for SSEs as depicted on filed Subdivision Map
9329 from Blackhawk Meadows, a California limited liability company; and (2) authorizing staff to record
documents with the Contra Costa County Recorder.

ACCEPTING AN OFFER OF DEDICATION FOR SANITARY SEWER EASEMENTS FROM
DEVELOPER, BLACKHAWK MEADOWS, LLC, A CALIFORNIA LIMITED LIABILITY
COMPANY, AS RELATED TO THE 2500 BLACKHAWK ROAD SEWER PROJECT,
JOB 6564, SUBDIVISION 9329 - BLACKHAWK MEADOWS,
LOCATED IN THE TOWN OF DANVILLE,
AND AUTHORIZING THE RECORDING OF THE DOCUMENTS
WHEREAS, Developer, Blackhawk Meadows, a California limited liability company,
constructed a public sanitary sewer main (sewer main) with the 2500 Blackhawk Road Sewer
Project, Job 6564, that is located in the town of Danville. See attached Exhibit "A" for
additional property owner and parcel location information; and
WHEREAS, with Final Map, titled "Subdivision 9329 - Blackhawk Meadows", the Developer
offered for dedication sanitary sewer easements (SSE) to provide Central Contra Costa
Sanitary District (Central San) with necessary land rights to said sewer main. The map was
filed September 25, 2015, in Book 526 of Maps, at Pages 18-20, as Document Series No.
2015-0199051 (526 M 18), at the Contra Costa County Recorder's Office, State of California;
and
WHEREAS, said sewer main was constructed and accepted per Central San's standards,
and staff recommends the Board accepts the SSEs.
BE IT RESOLVED by the Board of Directors of Central San as follows:
THAT Central San hereby accepts an offer of dedication for SSEs as depicted on said map
(526 M 18); and
THAT staff is authorized to record the documents at the Contra Costa County Recorder's
Office.
