MEMORANDUM FOR: THE HONORABLE MEMBERS OF THE BOARD OF DIRECTORS

East Bay Municipal Utility District Meeting,
April 25, 1972
1. The undersigned attended subject meeting to hear East Bay Municipal
Utility District's Board Committee report on solid waste.
2. The highlights of the Board Committee report are as follows
A. Conclusions of report:
(1) There is no apparent broad based demand for E.B.M.U.D. to
enter the field of solid waste management.
(2) Most ecology groups are in favor of E.B.M.U.D.'s proposal
but primarily, they are interested in the aspect of recycling and
preventing the increasing generation of solid waste.
(3) Most of the cities and other public entities, except for
those cities located in the East Bay, did not express an opinion
for or against E.B.M.U.D.'s proposal.
(4) The most serious general opposition came from Central
Contra Costa County and in particular Central Contra Costa Sani-
tary District.
(5) Oakland Scavengers and Richmond Scavengers apparently
can solve the solid waste problem themselves. The only difficulty
they may have would be in crossing municipal jurisdictional
boundaries.
(6) Apparently only the cities of Berkeley, San Leandro and
Alameda have a garbage problem.
(7) The E.B.M.U.D. staff committee report is a preliminary
report. It is no plan nor does it give insight into the scope
of a sub -regional plan for solid waste disposal.
3. General actions that should be taken:

E.B.M.U.D. should familiarize themselves with the current state
of the art and the method of operations for handling solid wastes in
the Bay Area.

B. It is essential that the views of the cities, counties and other
municipal jurisdictional entities be obtained on B.B.M.U.D.'s proposal.
C. It is necessary that E.B.M.U.D. obtain from a broader electorate
their views and opinions on the matter of solid waste.
4. Actions to be taken by the General Manager of E.B.M.U.D.:

E.B.M.U.D. to determine the actual situation as it exists and
methods of operation for handling solid wastes in the Bay Area.
B. Survey demonstration projects in the area and 4etermine their
costs and method of operation.
C. Obtain the views of cities, counties and other municipal juris-
dictional entities regarding possible E.B.M.U.D. action in solid waste.
D. Obtain the views and opinions from the general public.
5. Comments by Mr. Nahas, Chairman of the E.B.M.U.D. Board commi ttee :
A. There is no question that solid waste is a general problem but
areas differ. E.B.M.U.D. has not proven its case that it should anter
the field of solid waste management to solve the problems of Contra
Costa County and Alameda. The technology of said waste is in a state
of flux with many dollars being spent at the present time. For E.B.M.U.D.
to step into this field having only an organizational capacity and no
background or experience in the field of solid waste would be unwise.
B. E.B.M.U.D. should continue to exert an interest in this field,
ascertain the views and opinions of the various municipal jurisdictions
and acquire additional knowledge on the subject. If and when solid waste
becomes a problem in our area, E.B.M.U.D. will have the capability of
moving into the field
C. Mr. Nahas counted that E.B.M.U.D. needed technical expertise
and therefore verbally recommended that E.B.M.U.D. employ a consultant
to study the matter and second that E.B.M.U.D. required a man on its
staff to work with the consultant and to keep abreast of developments
in this field.
5. President Kruegar of B. B.M. U. D.'s Board requested Mr. Nahas to con-
tinue to chair the committee on solid waste in order to keep it in
existence so as not to let the issue die. At such time as appropriate,
the Board would consider employment of a consultant to study the field
of solid waste.

6. The undersigned has requested from Mr. John Plumb a copy of Mr. Nahas's
report which should be forthcoming.
