To improve pres entations at B oard meetings , project meetings with the c ommunity and other public
speaking events , C entral S an sponsored the c hartering of the Talksics Toas tmasters C lub in S eptember
1987. T he c lub, whose membership has largely been C entral S an staf f but is open to other members of
the community, c urrently meets on the second and f ourth Wednesday of eac h month at C entral S an’s
of f ices in Martinez.
O n D ecember 9, 1987 the B oard voted to es tablish a D istrict policy to reimburse employees f or up to 24
months of Toas tmasters dues. O ver the years , dozens of employees have taken advantage of this
benef it, 15 of which are still D istrict employees .
P articipation by C entral S an employees in the Toastmasters program is c learly a benef it to this agenc y.
T he public speaking training provided in the program is usef ul to improve both external and internal

communications and provides leadership s kills that are of benef it to pres ent and f uture supervisors.
R ecent changes in the Toastmasters program provide more interactive c ontent, more skill-building
activities and projects, and more opportunities to grow more skills and mas ter new competencies, have
extended the amount of time necessary to ac c omplish goals and may ac tually attract f ormer members to
return to the C lub.
To encourage employees to maintain and expand their skills, as well as to help ensure the continued
viability of this valuable and convenient training tool f or C entral S an, staf f would like to remove the 24-
month limitation on Toastmasters dues reimbursement.

A lternatives related to a reimbursement of Toastmasters dues policy inc lude:
1. C ontinue with the current policy of limiting reimbursement to 24 months.
2. D esignating a dif f erent duration of reimbursement.
F I NANC I AL I M PAC T S
T he f inancial impact on C entral S an will vary, depending on the number of employees who seek
reimbursement. T he current dues are $48 every six months. O f this, $45 goes to Toastmasters
I nternational to c over administrative and educ ational expenses, including a monthly magazine, and $3
goes to the loc al club to cover supplies and recognition expenses. I f the f ive employees who are currently
members seek the extended reimbursement, the annual cost would be $480 per year. I f f ive more were
to join, the cos t would be $960 per year. F unds f or the reimbursements c ome f rom the Technical Training,
C onf erences and Meetings accounts of eac h employee’s respective D ivis ion O &M budget.
C O M M I T T E E RE C O M M E ND AT I O N
T he A dministration C ommittee reviewed this matter at its meeting on A ugus t 1, 2017 and recommended
approval. A t the C ommittee's request, Talks ic s Toastmasters will report to the C ommittee semi-annually
the participation level and meeting attendanc e f requency of C entral S an employees. T he C ommittee als o
directed staf f to develop other incentives to inc rease employee members hip and participation.

BOARD POLICY
REIMBURSEMENT OF TOASTMASTER DUES
PURPOSE
To establish a policy to reimburse employees for Toastmaster dues.
POLICY
The Board of Directors wishes to continue the practice of reimbursing District
employees for Toastmaster membership dues to improve public speaking training and
leadership skills of its employees.
