Horstkotte, Jr., General Manager -Chief Engineer SUBJECT: Change of retirement benefits 1. PROBLEM: Request change in retirement system. 2. BACKGROUND: Retirement benefits are now based on the employee's ,.— 36 -month salary overage. The County Supervisors have now under discussion a new ruling which would base his benefits on his highest yearly salary. Besides the advantage to the individual employee, there are also advantages from the management standpoint including earlier retirement with new blood entering the organization with obvious savings in wages. It would tend to provide greater inflation protection for early retireees. Mr. Ben Russell, who is head of the County Retirement Association, has statistics showing that over 50% of employees under our retirement laws, together with numerous public agencies and the State of California, have adopted this new ruling. Also under Federal retirement this is mandatory. 3. ALTERNATIVE: a. Send letter of approval recommending this new ruling to County Board of Supervisors. b. Take no action. 4. RECOMMENDATIONS: Approve and relay intention of support for this measure. Respectfully submitted, Recommendation Approved: il G. A. Horstkotte' Jr: ( , Genal Manager -Chief -Engineer Jack L.
