MEMORANDUM FOR: Honorable Members of the Board of Directors
VIA: G. A. Horstkotte, Jr., General Manager -Chief Engineer
SUBJECT:
J. A. Ogden Claim
938 Old Hawthorne Rd,
Lafayette, Calif.
PROBLEM: Possible damage to tire rim caused by unseated Rodding
Inlet Cover.
2. BACKGROUND: On May 21st, 1971, the Maintenance Department received
a call from Mr. Ogden, that while driving on Crest Avenue, Walnut
Creek, his left rear tire'struck an uncovered RI casting causing
the tire to go flat and denting the rim. Upon investigation our
crew found that the RI cover was loose enough to flip out. They
proceeded to seal it with tar against further occurances.
3. ALTERNATIVE: Allow or disallow claim.
4. RECOMMENDATION: That Mr. Ogden be re -imbursed in the amount of
$15.70 for the purchase of a new tire rim. Although he states that
repairs can be had for $7.50, we could end up paying for a new rim
as well,

MEMORANDUM FOR; Members of the Board of Directors
VIA: G. A. Horstkotte, Jr., General Manager -Chief Engineer
SUBJECT: Change of retirement benefits
1. PROBLEM: Request change in retirement system.
2. BACKGROUND: Retirement benefits are now based on the employee's
,.— 36 -month salary overage. The County Supervisors have now
under discussion a new ruling which would base his benefits on
his highest yearly salary.
Besides the advantage to the individual employee, there are
also advantages from the management standpoint including earlier
retirement with new blood entering the organization with obvious
savings in wages. It would tend to provide greater inflation
protection for early retireees.
Mr. Ben Russell, who is head of the County Retirement
Association, has statistics showing that over 50% of employees
under our retirement laws, together with numerous public agencies
and the State of California, have adopted this new ruling. Also
under Federal retirement this is mandatory.
3. ALTERNATIVE: a. Send letter of approval recommending this new
ruling to County Board of Supervisors.
b. Take no action.
4. RECOMMENDATIONS: Approve and relay intention of support for this
measure.
Respectfully submitted,
