Dalton, Administrative Engineer Public Hearing on District Annexation No. 32 1. BACKGROUND: See reference (a). 2. ADDITIONAL INFORMATION: As of 2:00 P.M., 15 April, this District received three additional letters (7 total) regarding District Annexation No. 32. All three letters represent pro- test to annexation basically upon the premise, "there is no need for District services". One of the letters was from a person protesting annexation even though the District currently has no plans to annex his property. EKD:ms Recommendation Approved: W. C. REFERENCE: (a) Memorandum, same subject dated 12 April, 1971. 1. BACKGROUND: See reference (a). 2. ADDITIONAL INFORMATION: Subsequent to reference (a), staff had opportunity to discuss in detail with management of Lafayette Garbage Disposal Service, Inc. the subject of compacted garbage. Basically, the problem facing management is that compaction of garbage by Safe- way Stores is difficult to handle and redundant. The machine employed by Safeway compacts garbage into a cubic 1-1/2 yard block. This size is too heavy and awkward for employees to lift and therefore must be torn apart before placement in the garbage truck. As the garbage truck already employs a compactor device, compaction by the customer in com- mercial amounts is redundant to the collection agency. At the dump site, compaction of garbage is virtually destroyed in the process of emptying the trucks. In regard to residential customers, compaction of garbage is highly desirable from the viewpoint of collection. Size of residential compacted garbage can be easily handled and with increased speed. PROBLEM: Acceptance of easements at no cost to District. 2. BACKGROUND: The easements under consideration for acceptance by the District at no cost are: a. Boyd S. Munger, et ux, Parcel No. 1, Job #1934, portion of parcel of land described in deed to Boyd S. Munger, et ux, recorded July 3, 1967, in Volume 5402 of Official Records of Contra Costa County, at page 638. b. Geldermann, Inc., Parcel No. 1, Job #1950, portion par- cel of land described in the deed to Geldermann, Inc., recorded February 13, 1962, in Volume 4055 of Official Records, of Contra Costa County, at page 180. 3. PURPOSE: Acceptance of these easements for sewerage purposes only. 4. RECOMMENDATION: Accept the easements described above, at no cost to District. INFORMATION: As of 2:00 P.M., 12 April, 1971, this District has received four letters concerning District Annexation No. 32. Three letters protested annexation because the owners of the par- cels concerned: (a) do not believe they require the services of the District at this time, and (b) object to paying taxes to the District when no improvements or sanitary facilities are planned. The fourth letter requested further information on District An- nexation No, 32. All letters received will be available for per- usal by Board Members at the meeting on 15 April, 1971. DAVIS Secretary MEMORANDUM FOR: THE HONORABLE MEMBERS OF THE BOARD OF DIRECTORS SUBJECT: Request for commercial compacted rate for bulk garbage. 1. PROBLEM: District Ordinance No. 74 adopted by the Board on 1 April, 1971, does not provide rates for compacted garbage. 2. BACKGROUND: Lafayette Garbage Disposal Service, Inc. submitted a written request dated 2 April, 1971, for creation of a commercial compacted garbage rate charge of $4.30 per cubic yard per pick up. This is double the rate for bulk garbage approved by the Board on 1 April. Management of Lafayette states that one commercial customer (Safeway Stores), one of its larger commercial accounts, as a result of an efficiency study, installed a baling machine at its Lafayette store and commenced baling bulk garbage on 1 April, 1971. Manage— ment further reports that Safeway has installed a similar machine in one of its Oakland stores and that Oakland Scavenger Company doubled the rate charge for that one store. 3. DISCUSSION: Fundamental to the problem is the answer to the question; is compaction of garbage desirable from the viewpoint of the customer, the col— lecting agency, the dump operator and the District? If compaction is desirable because it provides space saving and ease of handling, District rate policy should be oriented to encourage residents and commercial accounts to resort to compaction for economy and efficiency. DAVIS Secretary Request Adoption of Resolution establishing eligible list for Senior Accountant and appointment of Robert Elkins and authorization to purchase necessary office equipment for his use. 1. PROBLEM: We would like to have the position filled prior to the next fiscal year. The new Burrough8 Accounting Machine is scheduled for delivery in May, 1971. 2. BACKGROUND: The Board on February 25, 1971, adopted the classifi- cation of Senior Accountant in Resolution No. 3034. At that time, Mr. Horstkotte requested early employment of a Senior Accountant, as stated in the Minutes of that Meeting. It will be necessary to purchase a desk, chair and adding machine for his immediate use. The desk will be located in the Accounting Office. Money is available from budget surpluses. 3. ALTERNATE: (a) Approve as requested (b) Deny 4. RECOMMENDATION: Approve said request so we may make the recommended accounting changes on or before the new fiscal year of 1971-1972.
