SUBJECT: Agenda Item
1. PROBLEM: Board acceptance of "Grant Deed" from Contra Costa County
Flood Control and Water Conservation District is required.
2. BACKGROUND: See Red Tab 5. The parcels involved, No, 1961.and
No. 520 are Flood Control District's exchange property, The Board
Members approved the basic exchange of property at the 21 January
meeting.
3 RECOMMENDATION: The Board accept the "Grant Deed from the Flood
Control District for parcels No. 1961.on ED -387 and No, 520 on ED -354.1.

Schedule A - Mr, Castle of Engineering Installations, contacted S & H
on January 25, 1971, the package pumping station supplier, and was told
the pumps - Fairbanks Morse - have not been received as they are still being
tested by FM. Di expects to ship the pumps to S & H in another week.
Based on this information, the factory test is tentatively scheduled for
ne first week in March.

SUBJECT: District Annexation No. 23
1. PROBLEM: Annexation of 51 parcels (393 acres), all properties included
have requested annexation during recent months.
2. BACKGROUND: An annexation under the title of D.A. 23 was initiated on
April 18, 1968, and a Resolution of Application was adopted on that date.
However, conditions changed and the proposed annexation was abandoned
and the resolution was not prepared. We now have a new proposed
annexation under this title (D.A. 23), totally made up of properties
having signed petitions requesting annexation. Most of these properties
have connected to District facilities or have permits in the near
vleinity of the District boundary.
These petitions are held and processed annually, generally as a
100% signed petition annexation, Since all properties included in the
proposed D.A. 23 have requested annexation, no hearing is required by
the District. Each proposed annexation requires a Resolution of
Application from the District Board of Directors to the Local Agencies
Formation Commission requesting their approval. After Local Agencies
Formation Commission approval, the Board of Directors will adopt a
Resolution Ordering Annexation, the staff will prepare the necessary
papers and file them with the various affected agencies to complete
the annexation.
3. ALTERNATIVES: Approve or disapprove.
4. RECOMMENDATION: Staff recommends that Resolution 1803 be rescinded and
the Board of Directors adopt a new Resolution of Application for D.A. 23.

SUBJECT: District Annexation No. 32
1. PROBLEM: On September 17, 1970, the Board of Directors adopted a Reso
lution of Application for D. A. 32 (No. 3006). However, it was decided by
staff to delay the annexation to permit the addition of certain other par-
cels. The proposed annexation has now been increased to 23 parcels (orig.
14 par.), containing a total of 888.7 acres. Many of the properties in-
cluded have requested annexation by petition and many other properties
have been included to establish a logical annexation parcel boundary or
to avoid the creation of additional islands within the District boundary.
Seven of the annexation parcels in D. A. 32 are proposed to eliminate
existing islands within the present District boundary.
2. BACKGROUND: All parcels of this annexation include property of some
owners that have not signed petitions requesting annexation. Therefore,
all parcels of D. A. 32 have less than 100% signed petitions and will re-
quire a hearing prior to annexation,
Many properties within the proposed annexation parcels have requested
annexation, but if only these properties were to be annexed, they would
create one of the following situations:
a. They would create a very irregular or illogical boundary.
b. They would create islands inside or outside of the District boundary.
3,, ALTERNATIVES: The only alternative is to approve or disapprove D. A. 32
or any part thereof.
4. RECONZENDATION: Staff recommends approval as this annexation, if com-
pleted, will eliminate numerous island and boundary irregularities in ad-
dition to making certain areas eligible for sewers that are desired 'oy the
property owners.

3, PURPOSE: Acceptance of these easements is for sewerage purposes,
