B AC K G RO UND To improve presentations at B oard meetings, project meetings with the community and other public speaking events, Central S an sponsored the chartering of the Talksics Toastmasters Club in S eptember 1987. T he club, whose membership has largely been C entral San staff but is open to other members of the community, currently meets on the second and f ourth Wednesday of each month at Central S an’s offices in Martinez. On D ecember 9, 1987, the B oard voted to establish a District policy to reimburse employees for up to 24 months of Toastmasters dues. Over the years, dozens of employees have taken advantage of this benefit, 15 of which are still District employees. P articipation by C entral San employees in the Toastmasters program is clearly a benefit to this agency. T he public speaking training provided in the program is useful to improve both external and internal communications and provides leadership skills that are of benefit to present and f uture supervisors. Recent change in the Toastmasters program to provide more interactive content, more skill-building activities and projects, and more opportunities to grow more skills and master new competencies, have extended the amount of time necessary to accomplish goals and may actually attract f ormer members to return to the Club. To encourage employees to maintain and expand their skills, as well as to help ensure the continued viability of this valuable and convenient training tool f or Central S an, staff would like to remove the 24- August 1, 2017 Special Committee Meeting Agenda Packet - Page 3 of 53 Page 1 of 7 month limitation on Toastmasters dues reimbursement. ALT E RNAT IV E S /C O NS I D E RAT IO NS A lternatives related to a reimbursement of Toastmasters dues policy include: 1. Continue with the current policy of limiting reimbursement to 24 months. 2. Designating a different duration of reimbursement. F INANC I AL IM PAC T S T he financial impact on Central S an will vary, depending on the number of employees who seek reimbursement. T he current dues are $48 every six months. Of this, $45 goes to Toastmasters I nternational to cover administrative and educational expenses, including a monthly magazine, and $3 goes to the local club to cover supplies and expenses. I f the f ive employees who are currently members seek the extended reimbursement, the annual cost would be $480 per year. I f five more were to join, the cost would be $960 per year. F unds for the reimbursements come from the Technical Training, Conf erences and Meetings accounts of each employee’s respective Division Operations and Maintenance budget. POLICY The Board of Directors wishes to continue the practice of reimbursing District employees for Toastmaster membership dues to improve public speaking training and leadership skills of its employees.
