Open bids on Sewage Treatment plant and refer to District Engineer for recommendation. Award of Contract. 4. Sewers for Heraty Tract (Botelho Island) . Mr. Phil Heraty plans a housing development with 123 rental units to be constructed on the 13 plus acre parcel. in the southeastern part of walnut Creek. This land lies entirely within the city limits of walnut Creek. The main trunk sewer, Section 1, paries through this parcel in the alignment of the street planned to serge the development® The area is not served by local sewers at present. The pipe line bridge for the main trunk sewer enters the parcel at its north end and connects to Railroad Avenue in walnut Creek approximately 100 yards easterly of Main Street° Mr. Heraty proposes to install the local sewers to serve this dev- elopment entirely at h i s expense and is desirous that the work be accomplished concurrently with the installation of the trunk sewer. The following procedure appears to be in order® A. That Mr. Heraty get permission of the City of walnut Creek to install these local sewers. B. That the work be installed to the satisfaction of the Sanitary District C. That Mr. Heraty pay the costs including extra costs for the contract for Section I incident to this work by a private deal with the contractor for Section I. Mr. Heraty also wishes to have the pipe line bridge opened to ped- estrial traffic. This bridge is designed to include a walkway for inspection and maintenance purposes, with gates installed to prevent pedestriah traffic. The Sanitary District has no cognizance over pede striate bridges or travelled ways for their use for such purposes. The use of this bridge for pedestrian traffic would be a great con- venience to the public, It is possible that this could be accom- plished ccom-- plished in the following manner: a, That Mr, Heraty dedicate a footpath over the easement which he has granted to the Sanitary District so that this footpath would become public property within the City of walnut Creek. b, That the bridge be opened to pedestrian traffic with the joint consent of the Sanitary District and the City of walnut Creek. It is believed that the City of walnut Creek would have to concur in this in order that the Sanitary District would be relieved of liability incident to the use of t1e bridge as a pedestrian crossing, Your Engineer makes no recommendation on this matter except to note that it would be a public convenience to have a pedestrian bridge point, at thisg 3 . Resident Engine er t s report on well drilling at plant site. J. P. Treadway has low bid for drilling the well, however, he has not yet arranged for test pumping. Mr. Treadway states that he will probably be able to arrange for this work but has not been able to furnish a firm price. It is recommended that the well drilling be awarded to Mr. Treadway and that the District Engineer be authorized to negotiate with Mr. Treadway or others for the test pumping. 6. Payment of bilis. 7.
